Il ressort de cette évaluation que des modifications devraient être effectuées dans les domaines de la réforme du secteur financier, de la politique budgétaire et des réformes structurelles, afin de tenir compte des mesures prises par les autorités chypriotes jusqu'à la fin du premier trimestre de 2015, en particulier au regard des éléments suivants: i) continuer à suivre de près la situation de la liquidité du secteur bancaire; ii) rationaliser la réglementation et la surveillance des sociétés d'assurance et des fonds de pension; iii) adopter des mesures supplémentaires pour renforcer la gestion des prêts improductifs dans les banques et pour garantir la disponibilité de solutions de restructuration durables, notamment en fixant des objectifs pour la liquidation des prêts improductifs et une étude sur les défauts de paiement stratégiques; iv) présenter une proposition de loi autorisant la vente de prêts; v) présenter une proposition législative visant à garantir le transfert sans retard des titres de propriété, tout en prévenant les abus; vi) suivre en permanence la mise en œuvre et le fonctionnement des cadres d'insolvabilité et de saisie afin de s'assurer qu'ils atteignent leurs objectifs et respectent leurs principes; vii) prendre en considération les résultats budgétaires du premier trimestre de 2015, une révision de l'objectif de solde primaire pour 2015, pour fixer un objectif d'excédent d'au moins 264 millions EUR (1,5 % du PIB), et d'autres ajustements de l'objectif d'excédent primaire pour les années 2016-2018, dans le but également de rester sur la trajectoire d'ajustement prévue par le pacte de stabilité et de croissance; viii) mettre pleinement en œuvre un système national de santé d'ici à 2017; ix) rendre opérationnelle la nouvelle agence fiscale intégrée en mettant en place une procédure d'enregistrement unique et en approuvant un nouveau code de procédure fiscale; x) adopter un plan de réforme de l'administration publique conduisant à une am ...
As a consequence of that review, changes should be made in the areas of financial sector reform, fiscal policy and structural reforms, reflecting the steps taken by the Cypriot authorities by the first quarter of 2015, in particular with regard to: (i) continuing to closely monitor the liquidity situation of the banking sector; (ii) streamlining the regulation and supervision of insurance companies and pension funds; (iii) further measures to strengthen the banks' management of non-performing loans and ensure long-term sustainable restructuring solutions, including targets for the work-out of non-performing loans and a strategic default study; (iv) the submission of a legal proposal enabling the sale of loans; (v) the presentation of a legal proposal ensuring the transfer of issued title deeds without delay while safeguarding against abuse; (vi) the monitoring on a continuous basis of the implementation and performance of the insolvency and foreclosure frameworks, ensuring that they support their objectives and principles; (vii) to reflect the fiscal performance in the first quarter of 2015, a revision of the 2015 primary balance target to a surplus of at least EUR 264 000 000 (1,5 % of GDP) and further adjustments to the primary surplus target for 2016-2018, also to remain in line with the adjustment path prescribed by the Stability and Growth Pact; (viii) the full implementation of a National Health System (NHS) by 2017; (ix) the operationalisation of the new integrated tax agency by setting up a single registration process and approving a new tax procedure code; (x) the adoption of a plan for the public administration reform leading to the improvement of the wage-setting mechanism, the introduction of a new staff-appraisal and promotion system and an increase in staff mobility; (xi) the consolidation of disability and student benefits; (xii) the inclusion in housing-market regulations of further requirements to accelerate the issuance of title deeds; ...

Notes the conclusions of the first review of the Compact in October 2014, reporting good progress achieved by the Bangladeshi authorities, and recognises the contribution of the Compact in improving health and safety in factories and working conditions in the RMG industry; urges, however, the Government of Bangladesh to enhance its level of engagement to actively implement all commitments in the Compact as a matter of highest priority; trusts that substantial progress in all labour and safety issues – in particular in respect of labour rights, labour inspections, decent wages, structural integrity of buildings and occupational safety and health and responsible business conduct – can be reached by the second review of the Compact due to take place in autumn 2015;

The European Union has expressed to the Tunisian authorities its concern regarding the human rights violations, but has merely hinted at the fact that these violations may compromise its Association Agreement with Tunisia, which was the first bilateral pact between the European Union and a Mediterranean country and which was signed three years ago.

One possibility is to continue considering "the year following identification of the excessive deficit" as the basic rule for correction and to give the Member State the opportunity to follow a longer adjustment path by defining the Stability and Growth Pact's "exceptional circumstances clause".

In order to improve the implementation of the Pact and at the same time take account of the complexity of economic reality, we proposed a strategy based on four points: firstly, the deficit limit of 3% of GDP is, and will continue to be, obligatory, and any violation of that threshold will require corrective measures on the part of the Member States concerned; secondly, the objective established by the Pact of a budgetary situation close to the balance of the surplus in the medium term, as well as adjustments aimed at the same thing, must be interpreted in terms of an adjustment of the cycle; thirdly, the countries that have not yet achieved the objective of a budget close to balance must achieve a reduction of their structural deficits of half a point of GDP per year, as a minimum; and, finally, in years of strong growth, any procyclical flexibilisation of the budgets, which may lead to non-compliance with the rule of budgetary balance, must be considered a violation of the provisions of the Pact.

Il est presque ironique que nous constations aujourd'hui que mon pays, l'Allemagne, est celui qui, à l'époque, a le plus combattu pour ce pacte de stabilité et de croissance et ses critères sévères et que, dans la situation actuelle, on peut ou on doit considérer que l'Allemagne sera le premier pays à pâtir des sanctions prévues par ce pacte.
It is indeed almost ironic that we see today that it was Germany, my homeland, that campaigned most vigorously then for this Stability and Growth Pact with its strict criteria, and that one can, or must, almost take it for granted in the present situation that Germany will be the first country to be affected by this treaty's sanctions.
