H. considérant que, d'abord lorsqu'il était Premier ministre puis lorsqu'il était député à l'Assemblée nationale bulgare, Sergei Stanishev a remis deux déclarations écrites au président de l'Assemblée, dans lesquelles il consentait à l'ouverture de poursuites pénales à son encontre, en application de l'article 70, paragraphe 2, de la Constitution bulgare;
H. whereas, in his time firstly as Prime Minister and subsequently as a member of the National Assembly, Sergei Stanishev submitted two written statements to the Speaker of the National Assembly in which he consented to criminal proceedings being opened against him in accordance with Article 70(2) of the Constitution of the Republic of Bulgaria;
