Bien que le logiciel Turborouter soit devenu un instrument commercial, l’Autorité considère que les fonds affectés par le CNR au sous-projet «Méthodes et outils analytiques pour la conception et l’exploitation de chaînes intégrées de transport et de logistique» du projet 40049, qui a conduit à l’élaboration du premier logiciel Turborouter, concerne un stade de la recherche-développement qui pouvait être considéré comme recherche industrielle au sens des lignes directrices de 1994 relatives aux aides à la RD Comme l’a noté l’Autorité dans sa décision no 60/06/COL, depuis l'élaboration du premier logiciel au cours de la première phase du sous-projet au début de 1996, ce logiciel a fait l’objet d’améliorations et a aussi été commercialisé.
Although Turborouter has become a commercial software tool, the Authority considers that the RCN funds allocated to the sub-project ‘Methods and analytical tools for design and operation of integrated transport and logistics chains’ of Project 40049 which led to the development of the first software programme Turborouter concerned a phase of RD which qualified as industrial research within the meaning of the 1994 RD Guidelines. As the Authority noted in Decision No 60/06/COL, since the first software was developed in the first phase of the sub-project back in early 1996, the software has been further improved and also marketed.

L’Autorité considérait que c’était Marintek, l’institut de recherche qui avait développé le premier logiciel Turborouter, qui disposait du savoir-faire et de la compétence technologique nécessaires pour réaliser le projet.
