I think that is a good procedure and could probably work, but I am very worried about when compliance is deemed to have been carried out and when not (1525 ) Bill C-61 greatly increases some of the fines for offences. These should not be confused with violations which will be dealt with through the agriculture monetary penalty contained in various agriculture acts.
