– Plusieurs années après mon arrivée, je ne comprenais toujours pas pourquoi la déclaration d'assurance (DAS) devait rester négative dans le contexte européen, alors que, dans la deuxième moitié des années 1980 et au début des années 1990, j'avais moi-même participé, aux Pays-Bas, à un processus qui avait progressivement permis à la Cour des comptes néerlandaise de revoir son avis pour passer d'une DAS négative à une DAS positive.
Over the years I further did not understand, why there still had to be a negative DAS in the EU-context, whereas I had been part of a process in the Netherlands in the second half of the 1980's and the first years of the 1990's through which it became possible, that the Netherlands Audit Office could change its opinion from a negative to a positive (DAS)-opinion.
