The airport managing body and the operating air carrier shall ensure that at the check-in desks (including at self-service check-in machines) and at the boarding gate, a clearly legible notice containing the following text is displayed in a manner clearly visible to passengers: "If you are denied boarding or if your flight is cancelled or delayed for at least two hours or if the schedule time of departure of your flight has been put forward by at least two hours in relation to the initial schedule time indicated on your ticket, ask at the check-in counter or boarding gate for the notice stating your rights, particularly with regard to assistance and possible compensation".

Managing bodies of airports will be informed accordingly and shall be responsible for providing assistance up to the aircraft gate and to your seat; then the assistance is the responsibility of the airlines.

Votre rapporteur approuve la proposition relative à l'octroi à la Moldavie d'une assistance macrofinancière exceptionnelle. Il a néanmoins proposé des amendements alignant le texte de cette proposition sur celui d'une décision adoptée récemment par les trois institutions au sujet de l'octroi d'une assistance macrofinancièire à l'Ukraine (2009/0162(COD)), à l'effet de garantir l'information du Parlement sur la mise en œuvre de l'instrument et d'améliorer la clarté et la transparence de l'assistance ainsi que la responsabilité afférente.
Your rapporteur is in agreement with the proposal to provide Moldova with this exceptional MFA, but has proposed amendments aligning the text of this proposal to the text of a decision that was recently agreed between the three institutions for providing MFA for Ukraine (2009/0162(COD)) in order to ensure reporting to Parliament about the actual implementation of this instrument and to improve the clarity, transparency and accountability of the assistance.
