Le dialogue, qui s'est déroulé dans un climat de franchise et d'ouverture, a permis aux deux parties d’échanger leurs vues sur toute une série de questions, leur offrant l'occasion de faire le point sur l'évolution positive des droits de l'homme au Viêt Nam (progrès en ce qui concerne la situation des lesbiennes, homosexuels, bisexuels, transsexuels et intersexués, signature et ratification de la convention des Nations unies contre la torture prévues pour 2014, rapporteur spécial des Nations unies sur la liberté de religion ou de conviction invité à se rendre au Viêt Nam en 2014), mais aussi, pour l’Union européenne, d’exprimer ses vives préoccupations concernant, en particulier, la liberté d’expression et la liberté des médias.
The Dialogue allowed the two sides to exchange views on a wide range of issues and was conducted in a frank and open atmosphere. It provided an opportunity to take stock of positive developments in the area of human rights in Vietnam (progress as regards the situation of Lesbian, Gay, Trans, Bisexual and Intersex Persons, plans for signing and ratifying United Nations Convention against Torture in 2014, invitation to the UN Special Rapporteur for Freedom of Religion or Belief to visit Vietnam in 2014) but also for the EU to express strong concerns regarding in particular Freedom of Expression and of the Media.

120. salue la coopération active de l'Union avec plusieurs rapporteurs spéciaux des Nations unies œuvrant en faveur des droits économiques, sociaux et culturels, dont le rapporteur spécial sur le droit à l'eau potable et à l'assainissement, le rapporteur spécial sur le droit à l'éducation, le rapporteur spécial sur le droit à l'alimentation, le rapporteur spécial sur l'extrême pauvreté et les droits de l'homme ainsi que le rapporteur spécial sur le logement convenable; constate avec satisfaction que la promotion des droits économiques, sociaux et culturels a été renforcée dans le programme indicatif pluriannuel de l'IEDDH pour la période 2014-2017, dont l'objectif est notamment de contribuer à renforcer les syndicats, à sensibiliser aux problèmes liés aux rémunérations, à protéger le patrimoine, à promouvoir l'intégration sociale grâce à l'émancipation économique ainsi qu'à réduire la discrimination économique et la violence sur le lieu de travail;
120. Welcomes the EU’s active cooperation with several UN Special Rapporteurs (UNSRs) working on economic, social and cultural rights (ESCRs), including the SR on the human right to safe drinking water and sanitation, the SR on the right to education, the SR on the right to food, the SR on extreme poverty and human rights, and the SR on adequate housing; positively notes that the promotion of ESCRs has been reinforced in the EIDHR Multiannual Indicative Programme 2014-2017, which aims, inter alia, to contribute to the strengthening of trade unions, increased awareness of wage-related issues, the protection of land heritage, the promotion of social integration through economic empowerment, and a reduction in economic discrimination and workplace violence;

56. exhorte le gouvernement égyptien à autoriser la visite en Égypte de la rapporteure spéciale des Nations unies sur la violence contre les femmes, qui fait l'objet d'un accord de principe suspendu depuis le début 2014, et d'inviter également les représentants des mécanismes et des procédures des Nations unies sur les droits de l'homme, en particulier le rapporteur spécial sur la liberté de réunion, le rapporteur spécial sur la torture, le rapporteur spécial sur les droits de l'homme dans la lutte contre le terrorisme et la rapporteure spéciale sur l'indépendance des juges et des avocats; demande au gouvernement égyptien de garantir la conformité de sa législation internationale avec les normes internationales sur les droits de l'homme, d'abroger immédiatement la loi n° 136/2014, de mettre un terme aux procès de civils par des tribunaux militaires, d'annuler toutes les condamnations prononcées par ces tribunaux contre des civils et de faire rejuger ces personnes par des tribunaux civils; demande à l'Union européenne et à ses États membres de soutenir une déclaration forte sur ces questions;
56. Urges the Egyptian authorities to allow the visit of the UN Special Rapporteur on Violence against Women, which has been agreed on in principle, but has been pending since early 2014, and to invite the relevant UN human rights mechanisms and procedures in particular, the Special Rapporteur on Freedom of Assembly, the Special Rapporteur on Torture, the Special Rapporteur on Human Rights while Countering Terrorism, and the Special Rapporteur on the Independence of Judges and Lawyers; calls on the Egyptian authorities to ensure the compliance of domestic law with international human rights standards and to immediately withdraw Law No 136/2014 and put an end to military trials for civilians, as well as cancel all verdicts issued against civilians by military courts and order immediate retrials before civilian courts; calls on the EU and its Member States to support a strong statement on those issues;

– having regard to the report of the UN Special Rapporteur on the situation of human rights in the Islamic Republic of Iran of 4 October 2013, to his recent statement of 22 January 2014 warning of the ‘sharp increase in hangings in Iran’, and to the report of the UN Secretary-General of 10 September 2013 on the situation of human rights in the Islamic Republic of Iran ,

L’UE a salué la volonté du Viêt Nam de coopérer davantage avec les rapporteurs spéciaux et groupes de travail des Nations unies et d'inviter certains d’entre eux à se rendre dans le pays, notamment dans la perspective de l’examen périodique universel du pays qui aura lieu en 2014.
The EU welcomed Vietnam’s willingness to engage further with UN Special Rapporteurs and Working Groups and to invite some of them to visit the country, notably in view of the Universal Periodic Review of the country in 2014.
