Other concerns with the Bill were expressed by the Port Alberni Harbour Commission which argued that the stipend the new Port Authority will have to pay to the federal government, based on gross revenues, and grants-in-lieu of taxes, to be paid to the municipality by the Port when taken together threaten the economic viability of the Port.
