Les juges sauront qu'ils ont le droit de déterminer si une mesure est arbitraire ou non et la population saura exactement la même chose, car s'il n'y a pas de contestation et que les motifs sont rationnels, alors c'est que la mesure n'est pas arbitraire.
The judiciary will know that they have a right to determine whether this is arbitrary or not, and the public will know exactly the same thing, that if it's not challenged and the reasons are rational, then it is not arbitrary.
