Une question plus fondamentale consiste cependant à déterminer comment éviter et combattre l'exploitation illégale des ressources à l'avenir, en d'autres termes, comment instaurer au Congo un nouvel ordre stable et démocratique qui assurera l'exploitation contrôlée et durable des richesses du pays, de façon à ce que l'ensemble de la population congolaise puisse en tirer profit ?
Even more fundamental, however, is the question as to how illegal exploitation can be avoided and counteracted in the future; in other words, how a new stable and democratic order can be established in Congo that will ensure that the country’s resources are exploited in a controlled and sustainable manner in order to benefit the entire Congolese population.
