La réaction du gouvernement polonais aux propositions faites par la Commission fin janvier 2002, concernant le financement de l'élargissement et une stratégie d'intégration pour l'agriculture, a été très critique et les négociateurs polonais s'employaient à fond pour faire valoir les revendications de ces agriculteurs et du monde rural, insistant sur l'augmentation du niveau de départ des subventions par rapport aux 25% proposés par l'Union européenne, afin d'obtenir le droit au montant total des paiements directs à partir de 2006.
The Polish government's reaction to the proposals submitted by the Commission in late January 2002 on the financing of enlargement and an integration strategy for agriculture were heavily criticised, and Polish negotiators made a supreme effort to defend the claims of those farmers and the rural community, insisting on an increase in the starting level for subsidies above the 25% proposed by the European Union, with the right to the full amount of direct payments being secured as of 2006.
