Calls on the Member States to take all necessary action to end discrimination against people living with HIV/AIDS, to promote and protect all human rights and fundamental freedoms, paying particular attention to all people vulnerable to and affected by HIV, to review laws and policies that adversely affect the delivery of effective HIV programmes and to ensure that people living with HIV/AIDS are involved and represented when anti-discrimination policies are drawn up; stresses the importance of taking account of the gender perspective in combating discrimination, so as to develop a comprehensive HIV/AIDS approach;

34. observe avec inquiétude la situation insatisfaisante de la mise en œuvre des politiques anti-discrimination et soutient à cet égard l'évaluation du rapport annuel 2008 de l'Agence; presse les États membres, qui ne l'ont pas encore fait jusqu'à présent, de concrétiser la mise en œuvre de ces politiques, en particulier de la directive 2000/43/CE et de la directive 2000/78/CE, et rappelle que ces directives arrêtent un standard minimum et devraient dès lors être le fondement sur la base duquel une politique exhaustive contre les discriminations est construite;

Observes with concern the unsatisfactory situation concerning implementation of anti-discrimination policies and, in this connection, supports the assessment in the Agency's 2008 annual report; presses those Member States which have not yet done so to give tangible expression to implementation of those policies, in particular Directive 2000/43/EC and Directive 2000/78/EC, and points out that those directives establish a minimum standard and should therefore be the basis on which an exhaustive anti-discrimination policy is built;
