D. considérant que, lors d'une conversation téléphonique qui a eu lieu le 2 décembre 2013 entre Viktor Ianoukovitch, président de l'Ukraine, et José Manuel Barroso, président de la Commission, il a été convenu qu'une solution politique pacifique était la seule issue à la situation actuelle, et considérant que le président ukrainien s'est engagé à ordonner une enquête sur l'usage de la violence et à tenir le public informé des résultats; considérant qu'il a été également convenu que les négociations relatives à certains aspects de l'ALEAC reprendraient;
D. whereas, during a telephone conversation between the President of Ukraine, Viktor Yanukovych, and the President of the Commission, José Manuel Barroso, that took place on 2 December 2013, it was agreed that a peaceful political solution was the only way out of the current situation, and whereas the Ukrainian President undertook to investigate the use of force and to inform the public of the results; whereas they agreed that talks on some aspects of the AA/DCFTA would be resumed;

J. considérant que dans son rapport sur la République bolivarienne du Venezuela, la commission de l'ONU contre la torture s'était explicitement déclarée préoccupée par l'ampleur de l'impunité, la torture et les mauvais traitements des prisonniers politiques, le recours excessif à la force, la complaisance pour les actes des groupes progouvernementaux armés, la complicité avec ces groupes, la détention arbitraire et l'absence de garanties procédurales fondamentales; que, dans ce même rapport, ladite commission demandait la libération immédiate de ceux qui avaient été placés en détention de façon arbitraire, dont Leopoldo López et Daniel Ceballos, qui avaient été arrêtés pour avoir exercé leur droit de s'exprimer et de manifester pacifiquement; qu'elle s'était en outre déclarée préoccupée par les agressions de journalistes et de militants des droits de l'homme, par les exécutions extrajudiciaires et par l'absence totale d'indépendance de la justice;
J. whereas the remarks in the report of the UN Committee against Torture concerning the Bolivarian Republic of Venezuela explicitly expressed concern at the prevailing impunity, torture and ill-treatment of political prisoners, excessive use of force and acquiescence and complicity in the actions of armed pro-government groups, arbitrary detention and absence of fundamental procedural guarantees; whereas the report called for the immediate release of all those held in arbitrary detention, including Leopoldo López and Daniel Ceballos, who were arrested for exercising their right to express themselves and protest peacefully and furthermore expressed concern at the attacks on journalists and human rights activists, extrajudicial executions and the complete lack of an independent judiciary;

M. Mr. David Collenette: Perhaps talking to the same thing, not to answer that—that was more of a recommendation—on the transcontinental train route, I think it was unfortunate that the previous government, for crass political reasons, chose to keep the one service on the CN line instead of the more attractive and therefore revenue-generating potential line of the Canadian Pacific along the north shore of Lake Superior and going through your town of Thunder Bay.
