Bill Graham moved, That whereas the strong support of international law has always been a cornerstone of Canadian foreign policy; Whereas in recent years the international community has made significant progress toward the establishment of a permanent International Criminal Court which will ensure both the deterrence and the just punishment of such crimes as genocide, war crimes and crimes against humanity; Whereas Canada has played an important role in this process leading up to the final Diplomatic Conference in Rome from June 15 to July 17 1998 to establish the Court, chairing the group of like-minded states attempting to develop greater consensus on the outstanding issues; Whereas the Committee organized a roundtable on June 9 1998 to be briefed by Non-Governmental and Government representatives on the key outstanding issues to be addressed at the Rome Conference; The Committee recommends that at this Conference and subsequently, the Government of Canada:

Underlines the role of political leadership expected of the VP/HR in ensuring the unity, coordination, consistency, credibility and effectiveness of action by the Union; calls on the VP/HR to use to the full and in a timely manner her powers to initiate, conduct and ensure compliance with the CFSP, involving Parliament‘s relevant bodies fully in that endeavour; welcomes the important lead role, on behalf of the international community, played under difficult circumstances by the VP/HR in the negotiations with Iran; takes into account the important historical relationship between European and Iranian peoples; calls for leadership in enhancing the Union’s role in support of the European Neighbourhood, in light of the Arab Spring, particularly the democratic transition processes in the Southern Mediterranean, including through the new European Endowment for Democracy, as well as in the stalled Middle East peace process;

Is worried at the fact that a deal to share international aid has still not been implemented, and believes that aid sent to Sri Lanka by the EU, and other international donors, in response to the tsunami must benefit the victims of that disaster without regard for their ethnic or religious denomination; but is concerned about the distribution and use of tsunami funds, which have not had the expected impact on the everyday lives of the victims or on Sri Lanka's recovery; notes that the political gridlock on the 'Post-Tsunami Operations Management Structure' has already delayed the release of a further EUR 50 million in aid, hindering reconstruction work in the North and East of Sri Lanka;

Confirms that the UN Charter constitutes the key political and legal basis for developing international relations and ensuring peace and international security; recognises that international law and the UN system must be further developed; emphasises that the most important tasks are to enforce international law and human rights, to overcome poverty and under-development and to achieve effective multilateralism; stresses that the enlarged European Union of 25 Member States will bear special responsibility for shaping this process of reform; recognises that the objective of UN institutional reform is an element in this process;
