Nous invitons les parties à aboutir à un accord qui intègre les trois principes fondamentaux spécifiés par la Commission, c’est-à-dire que, premièrement, toutes les compétences législatives et budgétaires concernant la police doivent être exercées au niveau de l’État, deuxièmement, les unités territoriales de police doivent être délimitées selon des critères purement fonctionnels et, troisièmement, il ne doit y avoir aucune ingérence politique au niveau opérationnel de la police.
We urge the parties to reach an agreement incorporating the three fundamental principles specified by the Commission, firstly, that the State should possess all powers in respect of the police and should be responsible for their funding; secondly, that functioning police districts must be established on the basis of technical policing criteria, and, thirdly, that there must be no political interference in police operations.
