Welcomes the adoption of a constitution by the Loya Jirga as an important step towards strengthening a transitional government for Afghanistan under President Karzai, and as a fundamental precondition for democratic elections in June 2004; recognises that this constitution takes account of all ethnic groups in the country and will thus contribute to the stabilisation of state structures, provided that it is translated into political reality; realises the need for an effective central authority; is pleased to note the specific reference to the equal treatment of men and women; remains concerned, however, about the following points: restrictions on the rights of freedom of speech and freedom of religion and the fact that the Afghan Independent Human Rights Commission (AIHCR) does not have locus standi in the courts or the right to bring human rights violations to court; considers that the political neutrality of the armed forces, the police and the intelligence services and their subordination to civilian control should be guaranteed, as should the independence of the judiciary and the civil service; hopes these obstacles can be removed at the time of the future application of the Constitution;

Koukiadis, que nous n’avons toujours pas reçu de réponse précise sur le point suivant: le gouvernement britannique a manifestement transposé avec beaucoup de retard dans le droit national la directive relative à l’assurance privée, qui aurait dû être d’application en Grande-Bretagne et couvrirait l’affaire Lloyd’s.

The proposed amendments contain the following key points: a review of the Employment Insurance program to ensure that it remains well-suited to the needs of Canada's workforce; to review measures to reduce and improve tax fairness; to be unwavering in the application of fiscal discipline; to examine the needs and options for reform of our democratic institutions, including electoral reform; to rise above partisanship to address the public interest; an assurance that Parliament will have the opportunity to consider all public information pertaining to an agreement on ballistic missile defence and to have an opportunity to vote prior to a government decision; an assurance that measures brought forward to Parliament fully respect the provinces' areas of jurisdiction and that the financial pressures some call the fiscal imbalance be alleviated; and recommendations relating to the provision of independent fiscal forecasting for parliamentarians.
