2. est d'avis que, dans son projet de document de stratégie et de programme indicatif national 2007-2010 pour la Malaisie, la Commission excède les compétences d'exécution prévues dans l'acte de base en choisissant comme unique point focal, auquel la totalité des financements est destinée, la Facilité relative au commerce et à l'investissement dans le dialogue politique entre l'UE et la Malaisie, dont "l'objectif premier est de faciliter les relations de commerce et d'investissement entre l'UE et la Malaisie", et en incluant deux objectifs particuliers pour les actions, à savoir "accroître la connaissance du marché de l'UE dans les milieux d'affaires malais, et vice versa", et "augmenter la visibilité de l'UE en Malaisie grâce à des initiatives conjointes"; considère que ces objectifs ne sont pas conformes aux dispositions de l'article 2, paragraphes 1 et 4, du règlement (CE) no 1905/2006, puisque le premier objectif du document de stratégie n'est pas l'éradication de la pauvreté, et que les objectifs exprimés ne satisfont pas aux critères définissant l'APD selon le CAD de l'OCDE;

Takes the view that, in its draft Strategy Paper and draft National Indicative Programme 2007-2010 for Malaysia, the Commission exceeds its implementing powers laid down in the basic act by selecting as the only focal sector (for which 100% of the funds are earmarked) ‘EU-Malaysia Policy Dialogue Facility on Trade and Investment’, ‘the overall objective of which is to facilitate trade and investment relations between the EU and Malaysia’ and by including two specific objectives for the actions, namely ‘to increase EU market knowledge for the Malaysian business community and vice versa’ and ‘to raise .EU visibility in Malaysia through joint initiatives’; considers that these objectives are not in compliance with Article 2(1) and (4) of Regulation (EC) No 1905/2006, in that the primary objective of the Strategy Paper is not the eradication of poverty and in that the stated objectives do not fulfil the criteria for ODA established by the OECD/DAC;
