Il n'en demeure pas moins que l'Union a accompli des progrès importants dans le domaine énergétique en utilisant plusieurs instruments: la réalisation du marché intérieur de l'énergie en s'appuyant sur les dispositions du chapitre traitant du rapprochement des législations, la promotion des énergies renouvelables sur base des articles relatifs à la protection de l'environnement, ou encore le développement des réseaux de gaz et d'électricité dans le cadre du chapitre des réseaux transeuropéens.
It remains the case that the Union has achieved significant progress in the energy area by using several instruments : the implementation of the internal energy market relies on the chapter dealing with the approximation of laws; the promotion of renewable energy on the basis of articles relating to environmental protection; or the development of gas and electricity networks in the context of the chapter on trans-European networks.

Regarding the tools suggested by the proposal, several delegations favoured the use of the current system of co-operation between Member States and the existing European networks to protect the consumers' interest, in accordance with the principles of subsidiarity and proportionality.

This is in order to give us an even playing field across the world market, in terms of the cultural industry. While we maintain that it is important to look at the intermediate and the long term and to look at the way in which the networks are now impacting across different sectors, the complexity of these networks means that we also need to look at new instruments to deal with the global economy insofar as the structural industries are concerned.
