Strongly urges Member States to stop and reconsider cuts in the resources of their tax administrations, to step up investment and increase the efficiency of their tax administrations and to ensure effective redeployment of staff and technology and expertise upgrades, with a view to tackling the development and impact of harmful tax practices, which have become increasingly sophisticated; calls on the Commission to provide technical support for such efforts, in particular in the context of the FISCALIS 2020 Programme; calls also on the Member States to work towards more simple, effective and transparent taxation regimes in the interest of Member States, citizens and businesses;

6. invite à nouveau la Commission à proposer des normes juridiques communes pour renforcer l'intégration et la coopération entre les États membres; invite la Commission, en particulier sur la base d'une évaluation de la mise en œuvre de la décision-cadre relative à la lutte contre la criminalité organisée et en s'inspirant de la législation la plus avancée des États membres, à présenter avant fin 2013 une proposition législative établissant une définition commune de la criminalité organisée, qui devrait porter, notamment, sur le délit de participation à une organisation criminelle transnationale et souligner que les groupes criminels de ce type ont une vocation qui tient de l'entreprise et qu'ils sont hautement organisés, disposent de technologies sophistiquées et recourent souvent à l'intimidation et au chantage; invite par ailleurs la Commission à prendre en compte l'article 2, point a, de la convention des Nations unies contre la criminalité organisée transnationale;
6. Reiterates its call to the Commission to propose common judicial standards to strengthen integration and cooperation among Member States; calls on the Commission, in particular, on the basis of an evaluation report on the implementation of the Framework Decision on the fight against organised crime and building on Member States' most advanced legislation, to submit, by the end of 2013, a legislative proposal setting out a common definition of organised crime, which should include, inter alia , the offence of participation in a transnational criminal organisation, emphasising the fact that criminal groups of this kind are business oriented, highly organised, technologically sophisticated, and often act through intimidation and blackmail; calls on the Commission, moreover, to take into account Article 2(a) of the UN Convention against Transnational Organised Crime;

Enfin, je condamne le rôle joué par l’Iran au travers de son mandataire terroriste, le Hezbollah - et, une fois de plus, j’invite le Conseil à l’interdire - pour soutenir l’insurrection en Irak ainsi que pour fournir des bombes sophistiquées qui tuent des soldats britanniques et américains, empêchant ainsi la paix, l’établissement de la démocratie et la reconstruction de ce pays brisé.
Lastly, I condemn Iran’s role through its terrorist proxy Hizbollah– which I call again on the Council to ban – in supporting the insurgency in Iraq and in supplying sophisticated bombs which are killing British and American soldiers and therefore preventing peace, the establishment of democracy and the reconstruction of that blighted country.
