Le Conseil estime en outre qu'une évaluation plus qualitative et une approche plus analytique amélioreraient l'efficacité du rapport annuel en tant qu'instrument de gestion utilisé pour la planification et le suivi, du point de vue tant de la mise en œuvre que de l'amélioration de la politique de développement de la CE.
6. The Council further considers that a more qualitative assessment and analytical approach in the Annual Report would increase its effectiveness as a management tool for planning and follow-up, both in terms of implementation and further refinement of the EC development policy.
