– having regard to the Commission Strategy Paper for China 2007-2013, the Multiannual Indicative Programme 2011-2013, and the 2010 mid-term review of the Strategy Paper and review of the Multiannual Indicative Programme 2011-2013,

8. met l'accent sur le fait que les chiffres proposés dans le budget annuel 2012 de l'Union correspondent à l'évolution des dépenses de l'UE, prévue par le cadre financier pluriannuel (CFP) 2007-2013, pour autant que l'autorité budgétaire trouve un accord sur une révision du CFP, qui tienne compte des besoins financiers additionnels d'ITER; attire l'attention sur le fait qu'il convient donc d'analyser toute augmentation (ou baisse) par rapport au budget 2011 en réfléchissant aux conséquences sur la mise en œuvre des programmes pluriannuels; souligne qu'il en va de la crédibilité institutionnelle et de la cohérence du projet européen à un moment où l'Union doit faire face à un développement continu de ses responsabilités et de ses engagements; estime, dans ce contexte, que les domaines ciblés d'action politique, assortis de moyens financiers efficaces et visibles, et que les nouvelles compétences fixées au niveau européen sont des éléments prioritaires;
8. Highlights the fact that the proposed figures in the 2012 EU annual budget are consistent with the profile of EU expenditure set in the Multiannual Financial Framework (MFF) 2007-2013, provided that an agreement of the budgetary authority can be found for a revision of the MFF, accommodating the additional financing needs of ITER; emphasises that any increase (or decrease) compared to Budget 2011 must therefore be assessed bearing in mind its impact on the delivery of the multiannual programmes; stresses that this is a question of institutional credibility and coherence of the EU project when EU responsibilities and commitments keep on growing; believes, from this point of view that endowing targeted policy areas and new competencies established at EU level with meaningful and visible financial capacity is a priority;

2. considère que le montant de référence indiqué dans la proposition législative est compatible avec le plafond de la sous-rubrique 1a du cadre financier pluriannuel 2007-2013 (CFP), mais que la marge restante pour ladite sous-rubrique pour les années 2011-2013 est très limitée et que le financement de nouvelles activités ne doit pas compromettre celui d'autres priorités dans le cadre de la sous-rubrique 1a; réaffirme par conséquent la nécessité d'un réexamen du CFP, assorti de propositions concrètes visant à le réajuster et à le réviser avant la fin de 2010, en recourant à tous les moyens nécessaires prévus par l'accord interinstitutionnel du 17 mai 2006 (AII), et notamment ceux prévus par ses points 21 à 23, afin d'assurer le financement de l'Autorité européenne de surveillance (Autorité bancaire européenne) sans hypothéquer celui des autres priorités, en garantissant le maintien d'une marge suffisante dans la sous-rubrique 1a;
2. Considers that the reference amount indicated in the legislative proposal is compatible with the ceiling for subheading 1a of multiannual financial framework for 2007-2013 (MFF), but the margin remaining in heading 1a for 2011-2013 is very limited and the funding of new activities must not jeopardise the financing of other priorities under subheading 1a; reiterates, therefore, its call for a review of the MFF, accompanied by concrete proposals to adjust and revise it before the end of 2010 by using all the mechanisms available under the Interinstitutional Agreement of 17 May 2006 (IIA), and, in particular, those in points 21 to 23 thereof, in order to ensure the financing of the European Supervisory Authority (European Banking Authority) without jeopardising the financing of the other priorities, and ensuring that a sufficient margin will remain, under subheading 1a;
