Budget extérieur au programme indicatif pluriannuel: 53 projets et études d'infrastructures de transport ont été sélectionnés en vue d'un cofinancement par le volet annuel ordinaire du budget RTE-T 2001, conformément au règlement (CE) n° 2236/95 du Conseil déterminant les règles générales d'octroi d'un concours financier communautaire dans le domaine des réseaux transeuropéens.
The budget outside the MIP: 53 transport infrastructure projects and studies were selected to be co-financed through the ordinary annual part of the TEN-T 2001 budget in accordance with Council Regulation (EC) No 2236/95 laying down general rules for the granting of Community financial aid in the field of trans-European networks.

En ce qui concerne l'adoption et la mise en œuvre de l'acquis et conformément au document indicatif de planification pluriannuelle, les projets ont été sélectionnés en fonction de leur priorité par rapport aux négociations et aux préparations d'adhésion et à la lumière des investissements importants à consentir en vue de l'harmonisation et pour lesquels le volume de législation à harmoniser est considérable.
Concerning the adoption and the implementation of the acquis and in line with the MIPD, projects have been selected on the basis of their priority for accession negotiations and preparations and in the light of costly investments needed for harmonisation and where the volume of legislation to be harmonised is very large.

Notes with concern that the level of committed appropriations carried over to 2014 was high at 27 % for Title II (administrative expenditure) and at 69 % for Title III (operating expenditure); acknowledges that the carry-overs under Title II mainly relate to the planned purchase of IT goods and services; acknowledges furthermore that the carry-overs under Title III mainly reflect the multiannual nature of the Agency’s operational projects, where payments are made according to a planned schedule; ascertains from the Agency that the fact that the level of cancellations is less than 2 % is an indication of good planning and the good management of carry-overs;

22. souligne que le renforcement d'un certain nombre de politiques et les nouvelles compétences établies à l'échelon de l'Union à la suite de l'entrée en vigueur du traité de Lisbonne devrait logiquement impliquer des moyens financiers supplémentaires pour l'Union, ce qui n'est guère le cas en 2011, première année suivant cette entrée en vigueur; rappelle au Conseil et à la Commission la déclaration politique annexée au budget 2011, par laquelle la Commission s'engage à examiner les modalités de renforcement des domaines politiques prioritaires du traité de Lisbonne et à évaluer les besoins en détail lors de la préparation du projet de budget 2012; attend que la Commission y donne suite, par exemple en proposant de transformer en programmes pluriannuels les projets pilotes ou les actions préparatoires qui ont trait aux priorités du traité de Lisbonne et qui ont fait leurs preuves;
22. Emphasises that the strengthening of a number of policies and the new competences established at EU level following the entry into force of the Lisbon Treaty should logically imply additional financial capacity for the EU, which was hardly the case for 2011, the first year after its entry into force; reminds the Council and the Commission of the political declaration annexed to the 2011 budget, whereby the Commission undertakes to consider ways to strengthen the Lisbon Treaty priority areas and thoroughly to assess the needs when preparing the draft budget for 2012; expects the Commission to follow suit by, for example, proposing to turn successful Lisbon-related pilot projects or preparatory actions into multiannual programmes;

9. encourage le Médiateur à poursuivre ses efforts pour réaliser des économies et redéployer les ressources, notamment par la programmation pluriannuelle de projets sur différentes années permettant de répartir les besoins de crédits et de procéder à des réaffectations entre les lignes budgétaires.
9. Encourages the Ombudsman to continue his efforts to generate savings and redeploy resources inter alia by scheduling projects over the years and thus spreading the needs for appropriations and effecting redeployments between budget lines.

4. Lorsque la Commission considère qu'un projet de programme pluriannuel ne correspond pas aux orientations stratégiques ou qu'il n'est pas conforme aux dispositions de la présente décision relatives aux systèmes de gestion et de contrôle ou au droit communautaire, elle invite l'État membre à fournir toutes les informations nécessaires et, le cas échéant, à revoir le projet de programme pluriannuel en conséquence.
4. Where the Commission considers that a draft multiannual programme is inconsistent with the strategic guidelines or does not comply with the provisions of this Decision setting out management and control systems or with Community law, it shall invite the Member State to provide all necessary information and, where appropriate, to revise the draft multiannual programme accordingly.

4. Lorsque la Commission estime qu'un projet de programme pluriannuel ne correspond pas aux orientations stratégiques et/ou qu'il n'est pas conforme aux dispositions de la présente décision relatives aux systèmes de gestion et de contrôle ou au droit communautaire, elle invite l'État membre concerné à fournir toutes les informations additionnelles nécessaires et, le cas échéant, à revoir le projet de programme pluriannuel en conséquence.
4. Where the Commission considers that a draft multiannual programme is inconsistent with the strategic guidelines and/or does not comply with the provisions of this Decision setting out management and control systems or with Community law, it shall invite the Member State concerned to provide all necessary additional information and, where appropriate, to revise the draft multiannual programme accordingly.
