Deplores the fact, however, that as regards the revision in commitments the Council decided to neglect the political importance of adopting the Commission's proposal as such, opting instead to offset the appropriations required; considers that that position contradicts the spirit of the unanimous decision taken when signing the Treaty of Accession as well as of the IIA of 17 May 2006; highlights that that decision sends a wrong political signal not only to Croatia but to the other candidate countries as well; stresses that that decision is accepted only because it concerns the last 6 months of the current MFF (2007-2013); points out that this should not constitute a precedent for future enlargements that might occur under the next MFF (2014-2020);

Considers that the reference amount indicated in the legislative proposal is compatible with the ceiling for subheading 1a of multiannual financial framework for 2007-2013 (MFF), but the margin remaining in heading 1a for 2011-2013 is very limited and the funding of new activities must not jeopardise the financing of other priorities under subheading 1a; reiterates, therefore, its call for a review of the MFF, accompanied by concrete proposals to adjust and revise it before the end of 2010 by using all the mechanisms available under the Interinstitutional Agreement of 17 May 2006 (IIA), and, in particular, those in points 21 to 23 thereof, in order to ensure the financing of the European Supervisory Authority (European Banking Authority) without jeopardising the financing of the other priorities, and ensuring that a sufficient margin will remain, under subheading 1a;

Multi-annual decisions have permitted a more long-term EU involvement and guarantee, leading at the same time to a substantial increase in EU funding for cross-border and bottleneck sections (to over 60 % of the 2007-2013 MAP).

Recalls that Parliament has intensively contributed to the setting-up of the 2007-2013 MFF and IIA of 17 May 2006 while, in parallel, allowing the continuity of Community legislation through the launching of a huge number of multiannual programmes; thinks that most of the recommendations of the Parliament's report are still valid because they were based on a bottom-up approach that linked tasks and promises with the necessary budgetary means; in this context, is of the opinion that some broad principles and orientations based on past experience should be transmitted to the incoming Parliament;

At the conciliation meeting on 23 November 2007 the two arms of the budgetary authority have agreed to provide part of the financing required for the European Global Navigation Satellite System GNSS programmes (EGNOS — GALILEO) by a revision of the multiannual financial framework 2007-2013 in accordance with Points 21, 22 and 23 of the Interinstitutional Agreement, so as to raise the ceilings for commitment appropriations under sub-Heading 1a for the years 2008 to 2013 by an amount of EUR 1 600 million in current prices.

Recalls the importance of a mid-term review of the next MFF with the aim of adjusting the financial framework to enable the EU to meet the challenges of a rapidly changing world more effectively; believes that the 2007 budget as the first under the MFF 2007-2013 offers an important opportunity to set a direction for implementation of the new programmes and thereby lay the grounds for the comprehensive review of the MFF planned for 2008;
