1. souscrit pleinement à la tenue de la conférence de Genève II sur la Syrie, qui doit être la première étape sur la voie d'une solution politique au conflit; est convaincu qu'une solution durable à la crise actuelle en Syrie ne pourra être trouvée que dans le cadre d'un processus politique mené par la Syrie et ouvert à toutes les parties, avec le concours de la communauté internationale; insiste sur la nécessité d'une véritable transition politique dans le pays, répondant ainsi aux attentes de la population, qui aspire à la liberté et à la démocratie; invite toutes les parties à entamer de véritables négociations dans un esprit constructif; se félicite des rencontres entre les représentants du gouvernement syrien et des groupes d'opposition en présence du représentant spécial de la Ligue arabe et de l'ONU, Lakhdar Brahimi, lors desquelles a été évoquée notamment la situation dans la ville assiégée de Homs; se félicite de ce que les parties soient parvenues à un accord provisoire pour faire entrer l'aide humanitaire dans la ville de Homs et faire sortir de ses quartiers ravagés par les combats les femmes et les enfants présents; se déclare déçu que rien ne soit entrepris dans la pratique pour permettre l'entrée des convois humanitaires de l'ONU dans la ville de Homs ou permettre aux civils de quitter la ville assiégée; tient à préciser qu'à la suite de l'accord obtenu à l'issue des négociations concernant le camp de réfugiés de Yarmouk, à Damas, les occupants de celui-ci ont reçu de l'aide; constate que la position des parties n'a pas véritablement progressé ni considérablement changé durant la première session de pourparlers; prend acte avec satisfaction de ce qu'une seconde session de pourparlers est prévue pour le 10 février 2014; se félicite de la déclaration de Lakhdar Brahimi selon laquelle "nous tenterons de tirer des enseignements de ce qui a été fait et de voir si nous pouvons mieux nous organiser pour la prochaine session";

Fully supports the Geneva II Conference on Syria, which should be the first step in a process that will lead to a political solution to the conflict; is convinced that a lasting solution to the current crisis in Syria can only be achieved through a Syrian-led, inclusive political process with the backing of the international community; underlines the need for a genuine political transition in the country, thereby addressing the people’s aspiration for freedom and democracy; calls on all parties to engage constructively in a genuine negotiation; welcomes the meetings between representatives of the Syrian Government and opposition groups in the presence of UN-Arab League Joint Special Representative Lakhdar Brahimi, at which among other topics the situation in the besieged city of Homs was discussed; welcomes the fact that the sides have reached a provisional agreement that would see humanitarian aid enter Homs and would allow women and children to leave its war-ravaged areas; expresses disappointment that in practice there has been no movement on allowing UN aid convoys into Homs, or on allowing civilians to leave the besieged city; stresses that following the outcome of negotiations regarding the Yarmouk refugee camp in Damascus, some aid has been delivered to its residents; notes that no serious breakthrough and no major change in the position of either side could be witnessed during the first talks; takes positive note of the fact that a second round of talks is planned for 10 February 2014; welcomes the statement by Lakhdar Brahimi in which he expressed the hope that ‘we will try to draw some lessons about what we did and see if we can organise ourselves better for the next session’;
