We now have programs of about $273 million in genomics and proteomics research, including investments in 28 large-scale projects covering areas important to British Columbia and Canada, and including those areas I mentioned—health, forestry, fish, agriculture, ethics, the environment—all of which are supported by a substantial community infrastructure in five science and technology platforms at universities and teaching hospitals throughout B.C. This effort has resulted, in a fairly short period, in the creation of 374 jobs, training of about 500 researchers, 26 scientific innovations, 195 scientific peer-reviewed articles, and presentation of over 400 papers at conferences.

In the framing of this proposal, two primary objectives of the Community's Framework Programme for Science and Technology, adopted in 1982, have been kept in view, namely the strengthening of industrial competitiveness and better management of raw materials. To meet the needs of Europe's mining and steel industries, the European Community must promote research projects aimed at supporting and improving these fundamental components of the economy. This is more than ever necessary in a time of economic crisis when industry itself is often compelled to forego technological innovation and to cut back on investment in research and development activities (1) COM(85) 399 - 2 - In the production and utilization of wood, the resources of Europe's forests are to be turned to account and safeguarded in accordance with ecological principles. Methods of wood processing, inccluding paper production, will also be rationalized. In the development of advanced materials, the Community is to help the industrial companies concerned (mainly small to medium- size undertakings) to hold their own in competition with their opposite numbers in the United States and Japan, many of whom receive substantial public aid. Advanced materials will be a key factor in the further technological development of the European Community. Materials science and engineering are advancing rapidly. Materials such as technical ceramics, light alloys and composites are vital to progress in many traditional and new sectors of industry.
