Calls on the Commission to draw on the operational experience gained with the Baltic Sea Strategy; asks, accordingly, for an action plan to complement the document; is of the opinion that that action plan should include the following elements: environment-friendly upgrading of the Danube to a more efficient waterway, interconnection with the highly developed Rhine region via the Rhine-Main-Danube Axis, intermodality along the Danube, environment-friendly upgrading of hydroelectric facilities along the Danube, preservation and improvement of Danube water quality in accordance with the Water Framework Directive, stringent vessel safety requirements, development of environment-friendly tourism and improvements in the fields of education, research and social cohesion;

L’année 2007 sera également importante, car ce sera l’année où nous définirons et mettrons en œuvre des plans d’action de grande envergure en vue de contribuer à bâtir un avenir meilleur pour la région: le plan Horizon 2020, qui a pour but de dépolluer la mer Méditerranée, le plan d’action d’Istanbul sur le rôle des femmes dans la société, adopté en novembre 2006, la mise en pratique du programme de Tampere, adopté lors de la conférence des ministres des affaires étrangères euro-méditerranéens, et le plan d’action pour la mise en œuvre de la zone de libre-échange, objet du rapport de M. Arif, que je voudrais à présent aborder.
The year 2007 will also be important because it will be the year that we define and implement far-reaching action plans to help create a brighter future for the region: the Horizon 2020 plan, whose aim is to depollute the Mediterranean Sea; the Istanbul action plan on the role of women in society, adopted in November 2006; the practical implementation of the Tampere programme, adopted during the conference of Euro-Mediterranean Ministers of Foreign Affairs; and the action plan for implementing the free-trade area that is the subject of Mr Arif’s report, to which I would like to turn now.

In addition, a wider neighbourhood action plan (for cooperation with other outermost regions and integration into the surrounding geographical areas) will be adopted with a view to strengthening economic, social, and cultural ties between the outermost regions and neighbouring territories and widening the natural sphere of socio-economic and cultural influence of the outermost regions, reducing the barriers that limit the opportunities for trade with the surrounding geographical areas (Caribbean markets, America and Africa, and ACP countries).
