Calls for the Government to elaborate a clear mandate and action plan/strategy for the National Anti-Corruption Coordinator and to initiate the drafting of the new National Anti-Corruption Strategy, including clear indicators of results and follow-up and monitoring mechanisms; urges, moreover, the authorities responsible to clarify the role of the Department of Internal Control and Anti-Corruption and to enhance capacity in the area of internal control mechanisms, to provide the Joint Investigative Units with sufficient resources, to monitor the implementation of the anti-corruption strategy and action plans and to further develop track record results on investigations, prosecutions and convictions, including in cases of high-level corruption; urges the Albanian authorities to address the vulnerability to political attacks of the institutions dealing with the fight against corruption;

[Text] Question No. 144 Mr. Garry Breitkreuz: How many person-years have been allocated and what has been the total cost spent by both Foreign Affairs Canada and International Trade Canada, for each year since 1994, for the following activities: (a) organizing, operating and participating in the National Committee on Firearms; (b) formulating, implementing and administering the Canadian Plan of Action on Small Arms and Light Weapons; (c) developing and implementing the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects; (d) developing and implementing the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition, supplementing the United Nations Convention against Transnational Organized Crime; (e) developing and implementing the Organization for Security and Co-operation in Europe Document on Small Arms and Light Weapons; (f) developing and implementing the Inter-American Convention Against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and Other Related Materials (Inter-American Convention), signed by Canada in November 1997; (g) developing and implementing the European Union (EU) Joint Action on Small Arms and Light Weapons adopted by the EU States on December 17, 1998; (h) developing and implementing the EU Code of Conduct on Arms Exports adopted by the EU States; (i) planning and participating in the Small Arms Survey 2001 and 2002; (j) participating in the planning, implementing and administering the Canadian Firearms Program, the Firearms Act and regulations and Part III of the Criminal Code; and (k) processing and issuing import and export permits for firearms and related products?

Given the fact that we now glorify an international economic order in which notions of national interest are seen to be romantic, why do we bring the full force of law to bear on workers who are seen to be not acting in the national interest, or so the argument goes, when we do not take any legislative action either nationally or internationally with respect to currency traders, money changers, multinational corporations or others that act against the national interest?

L'action de la Communauté concernera par conséquent les domaines suivants : - au plan de la coopération multilatérale, continuation de la participation aux efforts internationaux pour s'attaquer au problème de la drogue : participation au Programme des Nations Unies pour le Contrôle International des Drogues, au Groupe Pompidou du Conseil de l'Europe, etc., dans les domaines de compétence communautaire; - au plan de la coopération bilatérale, renforcement des stratégies nationales et régionales de lutte contre la drogue, en coopération avec certains pays ou régions qui présentent un risque particulier en raison de leur proximité avec l'Union; - développement de la coopération par l'inclusion de clauses sur la lutte contre la drogue dans les accords de la Communauté avec des pays tiers; - inclusion de la coopération en matière de lutte contre la drogue parmi les sujets prioritaires en termes de politiques commerciale et de développement : par le recours aux possibilités créées par des instruments tels que le Système Généralisé de Préférences et la Convention de Lomé.
Action at the level of the Community will therefore involve: - multilateral co-operation through continued involvement in global- level efforts to tackle drugs-related problems - participation in the United Nations Drug Control Programme, the Council of Europe Pompidou Group etc. in areas related to Community competence; - bilateral cooperation directed to reinforcing national and regional strategies to fight drugs in co-operation with specified countries or regions which pose a particular risk because of their proximity to the Union ; - using the possibilities which anti-drugs clauses in the external agreements of the Community with third countries provide for promoting cooperation; - making co-operation in the fight against drugs a priority in terms of trade and development policy - through use of the possibibities created by such instruments as the Generalised System of Preferences and the Lome Convention.
