TRADUCTIONS EN CONTEXTE

Le plan d'action repose sur un grand nombre d'informations et d'analyses, dont le rapport de l'Agence européenne pour l'environnement sur l'état des eaux en Europe[2], l'évaluation par la Commission des plans de gestion des bassins hydrographiques des États membres (PGBH), le réexamen de la politique relative à la rareté de l'eau et à la sécheresse[3], et le bilan de qualité de la politique de l'UE en ce qui concerne l'eau douce[4]. De plus, il est accompagné d'une analyse d'impact[5]. Le plan d'action est le fruit de vastes consultations publiques menées au cours de son élaboration et dans le cadre du bilan de qualité auxquelles ont participé le grand public, les parties prenantes, les États membres et d'autres institutions et agences de l'UE[6]. Le plan d'action reconnaît que les environnements aquatiques diffèrent très largement dans l'Union européenne et partant, conformément au principe de subsidiarité, il ne propose pas une solution unique pour tous.
The Blueprint is based on a wealth of information and analysis including the EEA State of Water report,[2] the Commission assessment of the Member States River Basin Management Plans (RBMPs) and Review of the Policy on Water Scarcity and Droughts,[3] and the Fitness Check of EU Freshwater Policy.[4] Moreover it is accompanied by an Impact Assessment.[5] The Blueprint is based on extensive public consultations both in the framework of its development and under the Fitness Check which has involved the general public, stakeholders, Member States as well as other EU institutions and bodies.[6] The Blueprint recognises that the aquatic environments differ greatly across the EU and therefore does not propose any one size fits all solution, in line with the principle of subsidiarity.

1. Lorsqu'un État membre considère que la mise en oeuvre d'un plan ou d'un programme en cours d'élaboration pour son propre territoire est susceptible d'avoir des incidences notables sur l'environnement dans un autre État membre, ou lorsqu'un État membre susceptible d'être touché de manière notable en exprime la demande, l'État membre pour le territoire duquel le plan ou programme est en cours d'élaboration transmet à l'autre État membre, avant que ledit plan ou programme ne soit adopté ou soumis à la procédure législative, une copie du projet de plan ou de programme ainsi qu'une copie du rapport sur les incidences environnementales.
1. Where a Member State considers that the implementation of a plan or programme being prepared in relation to its territory is likely to have significant effects on the environment in another Member State, or where a Member State likely to be significantly affected so requests, the Member State in whose territory the plan or programme is being prepared shall, before its adoption or submission to the legislative procedure, forward a copy of the draft plan or programme and the relevant environmental report to the other Member State.

Where a Member State is sent a copy of a draft plan or programme and an environmental report under paragraph 1, it shall indicate to the other Member State whether it wishes to enter into consultations before the adoption of the plan or programme or its submission to the legislative procedure and, if it so indicates, the Member States concerned shall enter into consultations concerning the likely transboundary environmental effects of implementing the plan or programme and the measures envisaged to reduce or eliminate such effects.
