We will continue our work across the 10 priorities through 21 new initiatives: (1) to boost jobs, growth and investment we will propose a Youth Initiative, an Action Plan on the implementation of the Circular Economy and a new Multi-annual financial framework; (2) we will carry out a mid-term review of the Digital Single Market; (3) we will implement the Energy Union Strategy with work on low-emission vehicles and mobility; (4) we will build a deeper and fairer internal market by implementing the Single Market Strategy, Space Strategy for Europe and Capital Markets Union Action Plan and making proposals for Fairer taxation of companies; (5) we will present ideas for the reform of the EU at 27 and the strengthening of the Economic and Monetary Union and we will propose a European Pillar of Social Rights; (6) we will implement the Trade for All Strategy and pursue trade negotiations with our partners while strengthening our trade defence instruments; (7) we will continue to pursue a Security Union to fight terrorism and will align the rules on the protection of personal data and privacy; (8) we will deliver on the European Agenda on Migration; (9) to strengthen Europe's role as a global actor, we will present a European Defence Action Plan including a European Defence Fund, and the Commission and the High Representative will adopt an EU Strategy for Syria and implement the EU Global Strategy and Africa-EU Partnership; (10) we will adapt existing laws to the Treaty provisions on delegated and implementing acts and will assess the democratic legitimacy of existing procedures for adopting certain secondary EU acts.

2. 2. Before adopting a Preventive Action Plan and an Emergency Plan at national level, the Competent Authorities shall, by 3 June 2012, exchange their draft Preventive Action Plans and Emergency Plans and consult each other at the appropriate regional level, and the Commission, with a view to ensuring that their draft Plans and measures are not inconsistent with the Preventive Action Plan and the Emergency Plan of another Member State and that they comply with this Regulation and with other provisions of Union law.

Decision No 276/1999/EC of the European Parliament and of the Council of 25 January 1999 adopting a Multiannual Community Action Plan on promoting safer use of the Internet and new online technologies by combating illegal and harmful content primarily in the area of the protection of children and minors (9) (the Safer Internet Action Plan 1998-2004) and Decision No 854/2005/EC of the European Parliament and of the Council of 11 May 2005 establishing a multiannual Community Programme on promoting safer use of the Internet and new online technologies (10) (the Safer Internet plus programme 2005-2008) have provided Community financing which, as demonstrated by the programme evaluations submitted to the European Parliament, the Council and the Committee of the Regions (COM(2001)0690, COM(2003)0653 and COM(2006)0663), has successfully encouraged a variety of initiatives and has provided ‘European added value’.

Pour y parvenir, un vaste plan d'action pour l'efficacité énergétique a été élaboré et adopté en 2006[13]. Il désigne six domaines clés[14] dans lesquels le potentiel d'économies d'énergie est le plus élevé et propose 85 actions et mesures à prendre à l'échelon de l'UE ou à l'échelon national, parmi lesquelles dix actions prioritaires ont été définies, qui ont toutes connu des progrès satisfaisants[15]. To achieve this, a comprehensive Energy Efficiency Action Plan was developed and adopted in 2006.[13] It identifies six key areas[14] with the highest potential for energy saving and it proposes 85 actions and measures to be taken at EU and national level. Among them, ten priority actions have been identified and all of these have advanced well.[15] The implementation of the Action Plan is ongoing and should be completed by 2012.

(2) On 19 and 20 June 2000, the Feira European Council endorsed the eEurope 2002 action plan and especially underlined the necessity to prepare longer-term perspectives for the knowledge-based economy encouraging the access of all citizens to the new technologies and on 30 November 2000 the Internal Market Council defined a list of 23 indicators to measure progress of the eEurope 2002 action plan.

The action plan also includes the creation of a framework for achieving these objectives through structures that enable better-informed decisions (a high-level group, undertaking studies, etc.), more effective sharing of information amongst practitioners, and clear procedures for the follow-up of the action plan.

Les conclusions de la présidence, dans leur paragraphe 18 notent que: "la mise en oeuvre rapide du plan d'action pour les services financiers revêt la plus haute importance", tandis que le paragraphe 19, deuxième tiret, demande, plus spécifiquement, et en écho au sommet de Lisbonne, que le plan d'action pour les services financiers (PASF) soit intégralement mis en oeuvre d'ici 2005.
Paragraph 18 of the Presidency conclusions states that : "Rapid implementation of the Financial Services Action Plan (FSAP) is of utmost importance". Paragraph 19, second indent, is more specific and ask, as in Lisbon, for full implementation of the FSAP by 2005.

In order to promote a safer Internet, the European Parliament and the Council adopted on 25 January 1999 a multi-annual Community Action plan on promoting safer use of the Internet by combating illegal and harmful content on global networks [7] (the "Safer Internet Action Plan").
