Calls on the Commission to take a proactive approach to promoting peace and to resolving the increasing number of crises and violent conflicts around the world; welcomes the Commission’s intention to review the neighbourhood policy in order to strengthen the ability of the EU to deal with the serious geopolitical challenges we face; underlines that trade, economic links, mobility, migration and energy security are only a few of the many cross-sector issues that a new and reinforced neighbourhood policy must entail and that the promotion and respect of human rights, international law and fundamental freedoms must be a common denominator throughout; points equally to the need for a continuation of the Eastern Partnership initiative and vigorous engagement with the countries of the Western Balkans so that the accession–driven reform process remains in focus; stresses the need to give further technical support to the Member States and those neighbourhood countries with DCFTAs in order to ensure their full and rapid implementation and respect by all parties;

5. se félicite de l'adoption par la Commission d'un plan d'action sur les mineurs non accompagnés pour 2010-2014; regrette cependant que l'approche de la Commission ne soit pas davantage fondée sur la protection des droits fondamentaux de ces mineurs; fait observer que les mesures existantes ne sont pas suffisantes et que de nouvelles mesures sont nécessaires pour assurer la protection complète des mineurs non accompagnés; rappelle que l'un des objectifs du plan d'action pour les mineurs non accompagnés consistait, pour l'Union et ses États membres, à s'attaquer aux causes premières de la migration, à inscrire la question des mineurs non accompagnés dans la coopération au développement, et à contribuer par là même à la création de conditions sûres pour permettre aux enfants de grandir dans leur pays d'origine; souligne le besoin de développer la dimension préventive des politiques de l'Union relatives aux mineurs non accompagnés en mettant davantage l'accent sur les efforts tendant à l'éradication de la pauvreté, sur les politiques de santé et d'emploi, sur les droits de l'homme et la démocratisation, ainsi que sur la reconstruction après les conflits; considère que l'Union doit aller au-delà du plan d'action proposé par la Commission afin que les droits fondamentaux des mineurs non accompagnés soient véritablement renforcés; souligne notamment le besoin de consolider le statut de "tuteur légal" au sein de l'Union et des pays partenaires, et juge primordial d'élaborer un plan de surveillance en coopération avec les pays d'origine et les pays de transit, pour s'assurer que les enfants soient correctement protégés après leur retour et leur réinsertion dans leur pays d'origine;

Welcomes the adoption by the Commission of an action plan on unaccompanied minors 2010-2014; deplores, however, the fact that the Commission’s approach is not based more on protecting the fundamental rights of such minors and notes that the existing measures are not sufficient and the comprehensive protection of unaccompanied minors requires further measures; recalls that one of the objectives of the EU Action Plan on Unaccompanied Minors was for the EU and its Members States to address the root causes of migration and integrate the issue of unaccompanied minors into development cooperation, thus contributing to the creation of safe environments for children to grow up in their countries of origin; underlines the need to develop further the preventive dimension of EU policies concerning unaccompanied minors by focusing more on efforts relating to poverty eradication, health and labour policies, human rights and democratisation and post-conflict reconstruction; considers that the EU must go beyond the Action Plan proposed by the Commission so that the fundamental rights of unaccompanied minors are genuinely reinforced; stresses, in particular, the need to strengthen the status of ‘legal guardian’ in the EU and partner countries, and considers it extremely important to draw up a monitoring plan in cooperation with countries of origin and any transit countries in order to ensure that the child is properly protected after returning to and being reintegrated into the country of origin;
