La PIP communautaire doit donc se définir, d'une part, comme un cadre général permettant aux États membres, autorités locales, entreprises et ONG de développer leurs idées et de propager toute expérience positive d'écologisation des produits et, d'autre part, comme un levier à exploiter dans le cadre d'initiatives communautaires ponctuelles lorsqu'elles offrent des perspectives particulièrement intéressantes.
A Community Integrated Product Policy will therefore be both a framework for Member States, local authorities, businesses and NGOs to develop their ideas and spread positive experiences on the greening of products and a driving force through specific Community policy initiatives where such initiatives are most promising.
