In accordance with points 16 and 17 of the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management (3) on 16 April 2010 the Commission adopted the Communication on the technical adjustment of the financial framework for 2011 in line with movements in GNI, including the adjustment of amounts allocated from funds supporting cohesion to the Member States concerned by divergence between estimated and actual GDP for the period 2007-2009 (4), by which it informed that a positive adjustment is necessary for the Czech Republic of EUR 237 045 801 and for Slovakia of EUR 137 711 534, to be shared in equal amounts in 2011, 2012 and 2013.

6. considère qu'il existe une complexité inhérente à la structure économique régionale et un certain degré d'interdépendance entre l'économique, le social et l'environnement; estime que le PIB, bien qu'il demeure un instrument de mesure utile et rigoureux du développement de la mise en œuvre des programmes dans les régions et les villes, est parfois susceptible de fournir une image partielle ne tenant pas compte de la situation réelle dans les régions; juge dès lors indispensable de mener un débat approfondi, équitable, ouvert et scientifique sur les mérites d'autres indicateurs complétant le PIB; souligne que, si le PIB doit demeurer le principal critère pour l'objectif 1, d'autres critères doivent également être employés pour définir les catégories et les priorités de l'aide aux régions de l'objectif 2, critères tenant compte des défis sociaux, économiques, environnementaux, démographiques et géographiques auxquels ces régions sont confrontées, conformément au règlement du Conseil (CE) n° 1083/2006; observe que les États membres pourraient envisager de concevoir d'autres indicateurs - des facteurs environnementaux et sociaux, par exemple - donnant une image plus complète du bien-être de la société, des caractéristiques spécifiques des régions et des villes des objectifs 1 et 2 et de la valeur ajoutée produite par les politiques européennes au niveau national, afin de ne pas exclure de vastes zones insuffisamment développées de l'évolution qu'autorise la politique commune de cohésion de l'Europe;

Considers that there is an inherent complexity in the regional economic structure and a certain degree of interdependence between economic, social and environmental issues; takes the view that, although GDP is still a relevant and rigorous measurement of development in the implementation of the programmes in regions and cities, it is sometimes likely to provide an incomplete impression that takes no account of the actual situation in the regions; considers, therefore, that a robust, fair, open and scientific debate on the merits of other indicators in addition to GDP should take place; underlines that whereas GDP should remain the main criterion for Objective 1, other criteria should also be used to categorise and prioritise support to Objective 2 regions, based on the respective social, economic, environmental, demographical and geographical challenges which they face, in accordance with Council Regulation (EC) No 1083/2006; notes that the Member States might consider investigating further indicators – environmental and social factors, for example – that give a broader picture of the well-being of society, the specific characteristics of Objectives 1 and 2 regions and cities and the added value produced by EU policies at national level, with the aim of not leaving vast and poorly developed areas outside the development offered by the common European cohesion policy;

11. soutient pleinement la mise en place d'un cadre juridique solide pour les comptes économiques européens de l'environnement et estime qu'il s'agit d'une mesure positive dans le cadre du processus "le PIB et au-delà"; estime qu'il est très important, dès que le système sera pleinement opérationnel, que les comptes économiques européens de l'environnement soient utilisés activement et avec précision dans toutes les procédures d'élaboration de politiques pertinentes de l'Union européenne comme des contributions clés aux évaluations d'impact, aux plans d'action, aux propositions législatives et à d'autres produits significatifs du processus d'élaboration de politiques, et qu'il est également très important que le système soit étroitement coordonné et évalué pour qu'il ouvre la voie à des évolutions ultérieures dans ce domaine;

Supports fully the establishment of a solid legal framework for the European Environmental Economic Accounts as a positive step in the ‘GDP and beyond’ process; considers it to be of great importance that the European environmental economic accounts, as soon as the system is fully operational, should be actively and accurately used in all relevant EU policy-making as a key input to impact assessments, action plans, legislative proposals and other significant products of the policy process, and that it is also very important that the system should be closely coordinated and evaluated in order for it to pave the way for further developments in this field;

Le 8 octobre 2003, la Commission a constaté que la France n'avait pas engagé de mesures spécifiques en réponse à la recommandation du Conseil du 3 juin 2003, notamment celle de ramener son déficit public sous la barre des 3% du PIB en 2004, et a recommandé au Conseil de prendre acte de cette situation conformément à l'article 104, paragraphe 8 du Traité UE. La Commission estime que la prévision de croissance choisie par la France est réaliste (1,7% du PIB l'an prochain), mais demande des efforts supplémentaires pour réduire le déficit structurel d'un point du PIB en 2004 et de 0,5% en 2005 afin de garantir que le déficit public repassera sous la barre des 3% du PIB en 2005.
On 8 October 2003 the Commission noted that France had failed to take specific measures in response to the Council recommendation of 3 June 2003, including the recommendation to bring its public deficit below the 3% of GDP mark in 2004, and recommended that the Council take note of this situation, in accordance with Article 104(8) of the EU Treaty. In the Commission’s view France’s growth forecast of 1.7% of GDP for next year is realistic, but it is asking for further efforts to bring down the structural deficit by 1% of GDP in 2004 and 0.5% in 2005, so as to ensure that the public deficit falls below the 3% of GDP mark once again in 2005.
