On March 24, 1998, Robert Kotcharian, the Prime Minister of the Republic of Armenia at the time, called for international recognition of the genocide, which was not, and I quote, “the tragedy of the Armenian people only”, but a tragedy for “all of humanity and is a heavy burden for the Armenian people because it has gone unpunished and, worse yet, has not been condemned as it ought”.

Deplores the fact that Turkey continues to maintain an economic embargo, to close borders and to issue threats against neighbouring countries or carry out military operations which increase tension with them; calls on Turkey to officially acknowledge the genocide against the Armenians and to present its apologies to Armenia and the Armenian people; stresses that only this acknowledgement is a serious starting point for a process of reconciliation between Turkey and Armenia; deplores in this connection the response by Turkey's President, Prime Minister, Minister for Foreign Affairs and supreme commander of the army to the resolution adopted by the Committee on Foreign Affairs of the US House of Representatives on 10 October 2007 acknowledging the genocide against the Armenians, and also condemns the political pressure from Turkey which preceded the adoption of this resolution;

Je raconte cette histoire pour deux raisons: pour associer un visage humain à la tragédie et pour rappeler à la Chambre que le peuple arménien est l'un des plus anciens peuples chrétiens du monde. Ce peuple s'est converti au christianisme en l'an 300 de notre ère et il a maintenu sa foi, principalement par le biais de la tradition orthodoxe, malgré des écueils énormes, le plus important ayant été le génocide de 1915.
I relate this story for two reasons, to put a human face on the tragedy and to remind the House that the Armenian people are one of the oldest Christian peoples in the world having converted to Christianity in 300 A.D. and mainly through the Orthodox tradition have maintained it against tremendous challenges, the greatest of which was the genocide of 1915.

That, in the opinion of this House, the government should officially recognize and condemn the Armenian genocide of 1915-1923 perpetrated by the Turkish-Ottoman government, which resulted in the murder of over one and one-half Armenians; designate April 24 as the day of annual commemoration of the Armenian genocide; and press the Government of Turkey to recognize and acknowledge the genocide and provide redress to the Armenian people.
