32. demande de reconstituer la fonction publique de la RCA pour pouvoir effectuer des sondages crédibles et non contestés au niveau national en vue de continuer à guider le pays sur la voie de la démocratie; note qu'en dépit des efforts déployés par le Premier ministre Tiangaye, les structures et le contrôle de l'État ont été mis à mal à tel point qu'ils ont aujourd'hui peu visibles; encourage la société civile à participer aux débats sur l'avenir de la RCA;

Calls for the reconstitution of the CAR’s civil service in order to organise credible and uncontested national polls with a view to guiding the country further along the path of democracy; notes that, despite the efforts of Prime Minister Tiangaye, state structures and control have been eroded to a point where little remains of them; encourages the participation of civil society in the debates on the CAR’s future;
