Considers that education should be placed at the very heart of the Union's economic strategy, with the goal of raising the overall quality of all levels of education and training in the EU, combining excellence and equity and reforming the educational model; believes that education should constitute a public good in the eyes of the Union, with investment in all aspects of the education system, in quality of education and in broadening access to higher education; proposes the introduction of a permanent, inclusive European-level system of lifelong learning, under which the Erasmus and Leonardo programmes for education and training mobility would become more generally accessible; points out the need to urgently raise the level of investment in the field of RD, particularly in view of the 7FP mid-term evaluation and the next EU financial perspectives;

The full cost of the 30 TEN priority projects identified in 2004 alone is estimated at around € 250 billion. However, the public financing capacities of the Member States remain constrained; the level of investment in transport infrastructure has fallen in all Member States and now amounts to less than 1 % of GDP. Similarly, the new financial perspectives of the Union for the period 2007-2013 provide only a limited increase in the budget available for TENs.

Looks forward to the evaluation of reconstruction needs in the Federal Republic of Yugoslavia which is due to be completed by the World Bank; expects the Commission thereafter to produce an up-to-date, systematic evaluation of the multiannual needs in the whole Balkan region; also expects in this connection a detailed multiannual programming proposal for heading 4 of the financial perspective; considers that support for reconstruction and the establishment of democracy and the rule of law in Serbia is extremely important, but that it must be tied to stringent political conditions and must not diminish the attention accorded to, or encroach upon the resources allocated to, support for other parts of the western Balkans under the CARDS programme;

15. considère qu'au moment d'instaurer une coopération renforcée, il faut respecter le principe de l'unité budgétaire et que le budget de l'Union doit comporter une structure avec recettes et dépenses afin d'y inscrire les dépenses prévues, les crédits ne devant pas être inclus dans le plafond des ressources propres et des perspectives financières; estime que les modalités d'application pourront être définies dans le cadre d'un accord interinstitutionnel et de la révision du règlement financier;
15. Believes that when instituting closer cooperation it is essential to respect the principle of budgetary unity; the Union budget must provide a structure incorporating revenue and expenditure to permit entering of the expenditure incurred; such appropriations should not be counted under the threshold for own resources and the financial perspective; the implementing arrangements could be defined in the context of a new interinstitutional agreement and the revision of the Financial Regulation;
