À partir du 1er janvier 2007, le Conseil statue à la majorité qualifiée sur proposition de la Commission, après avis conforme du Parlement européen et après consultation du Comité économique et social et du Comité des régions, dans le cas où les perspectives financières pluriannuelles applicables à partir du 1er janvier 2007 et l’accord interinstitutionnel y afférent ont été adoptés à cette date.
From 1 January 2007, the Council shall act by a qualified majority on a proposal from the Commission after obtaining the assent of the European Parliament and after consulting the Economic and Social Committee and the Committee of the Regions if, by that date, the multiannual financial perspective applicable from 1 January 2007 and the Interinstitutional Agreement relating thereto have been adopted.

Background note: Ms Sirkeinen, the rapporteur, and her two co-rapporteurs, Mr Ehnmark (Group II, employees, Sweden) and Mr Ribbe (Group III, various interests, Germany) will present the draft opinion “The role of sustainable development within the forthcoming financial perspectives” at the EESC plenary session on 11 May, in the afternoon (European Parliament, Paul-Henri Spaak Building, room P3C050).

FINANCIAL SUPPLEMENT TO THE FOURTH EC RTD FRAMEWORK PROGRAMME AND EURATOM RESEARCH FRAMEWORK PROGRAMME - COUNCIL CONCLUSIONS "The Council: Having examined the Commission proposal of 2 February 1996 for a financial supplement to the Research Framework Programmes (1994 -1998); having examined also the Opinion of the European Parliament of 18 June 1996, and in the light of the opinion of CREST of 23 May 1996 on the Research/Industry Task Forces; Noting with satisfaction that the European Council in Florence stated its conviction that the trans-European networks, the development of SMEs and Scientific and Technical Research can make a vital contribution to job creation and competitiveness and decided to consider the proposals submitted by the President of the Commission in these areas, in conformity with the imperatives of budgetary rigour and in accordance with the relevant procedures; Having taken into consideration the current situation regarding Category 3 of the financial perspective, 1. awaits the Commission's identification of additional financial resources within the ceiling of Category 3 of the current financial perspective; 2. agrees to reexamine this question at the next Research Council meeting so as to finalize then the Council's position in the light of the budgetary situation".

In order to place the budget of the Communities within a framework of forward planning for several years, the Commission shall, each year, after receiving the Opinion of the Budgetary Policy Committee, draw up a financial forecast for the three subsequent financial years, showing the financial implications for the Community resulting from Regulations and Decisions in force and from proposals submitted by the Commission to the Council.
