Encourages the EEAS to pay detailed attention to the country conclusions of the UN Committee against Torture, the subcommittee established under the Optional Protocol to the Convention against Torture, and the Council of Europe Committee for the Prevention of Torture, and to raise these concerns systematically in political dialogues with the countries concerned and in public statements; calls on the EEAS, especially the EU Delegations, and the Member States, and especially their embassies on the ground, also to step up the implementation of the EU Guidelines on Torture and other Cruel, Inhuman or Degrading Treatment or Punishment; urges the Member States to step up their monitoring of trade in goods that could be used to commit acts of torture or to inflict inhuman and degrading treatment, as well as their monitoring of trade in dual‑use goods and technologies;
