The agreement on the financial perspective could only be reached at the price of the Community budget’s stagnating. The budget provides funding for the CAP and aid for the new Member States, but does not, for instance, allow funding for the transport networks or Galileo and allows virtually nothing at all for the Common Foreign and Security Policy.
