Au-delà des sources générales de conseils extérieurs, on demandera des consultations spécifiques au comité permanent de la recherche agricole (CPRA) sur un éventail de sujets, y compris des sujets stratégiques, dans le cadre de son activité de surveillance, et en matière de coordination de la recherche agricole entre les sphères nationales et celles de l'Union.
Beyond the general sources of external advice, specific consultations will be sought from the Standing Committee on Agricultural Research (SCAR) on a range of issues, including strategic aspects through its foresight activity and the coordination of agricultural research between national and Union levels.

27. Stresses that all research conducted within the FP7 must be conducted in accordance with fundamental rights as expressed in the European Charter; therefore, strongly urges the Commission to immediately make all documents related to INDECT (a research project funded by the FP7 aimed at developing an automated observation system that constantly monitors web sites, surveillance cameras and individual computer systems) available and to define a clear and strict mandate for the research goal, the application and the end users of INDECT; stresses that before a thorough investigation on the possible impacts on fundamental rights is made, INDECT should not receive funding from the FP7;

14. se félicite, dans le volet «Idées», des résultats prometteurs obtenus par le Conseil européen de la recherche (ERC) et de son rôle visant à renforcer la visibilité et l'attractivité de la recherche européenne; regrette le manque de participation et d'association du secteur privé à l'ERC; invite la Commission à accroître le financement de l'ERC (ce qui accroîtra également le taux de succès) et à évaluer les possibilités de poursuivre l'amélioration des structures et des mécanismes de l'ERC, notamment en faisant de celui-ci une entité juridique indépendante dotée d'un pouvoir de décision, directement responsable de sa propre stratégie scientifique et gestion administrative, qu'il serait possible d'utiliser comme un pilote pour accroître l'indépendance des autres agences de financement pour la RD et l'innovation; plaide en faveur d'une plus grande transparence dans la procédure de nomination du Conseil scientifique et dans la composition des panels d'examen; recommande que l'ERC continue de bénéficier d'un soutien solide pour les scientifiques d'excellence; appelle cependant l'ERC à proposer également un soutien aux projets en équipe, en veillant en permanence à ce que ces projets soient mis en place au travers de procédures ascendantes,
14. Welcomes, in the ‘Ideas’ chapter, promising results obtained by the European Research Council (ERC) and its role aimed at enhancing the visibility and attractiveness of European research; regrets the lack of private sector participation and involvement in the ERC; calls on the Commission to increase funding for the ERC (which will also increase the success rate), as well as to assess the options for further improving its structures and mechanisms, including making the ERC an independent legal entity with decision-making power, directly responsible for its own scientific strategy and administrative management, which could also be used as a pilot for greater independence of other funding agencies for RD and innovation; supports greater transparency in the process of the appointment of the Scientific Council and in the composition of the review panels; recommends that the ERC retains a strong support for individual excellent scientists; however, calls on the ERC to also provide a possibility for support of team-based projects, always provided that such projects are formed through bottom-up processes;

Un forum de recherche sectorielle (comprenant des représentants des ministères et d'autres acteurs associés à la recherche et à la gouvernance en région baltique) sera mis en place à titre permanent et chargé d'examiner la planification du programme, ses résultats et les nouveaux besoins en matière de recherche, sous l'angle du processus décisionnel.
A Forum of Sector Research (a body of representatives from ministries and other actors dealing with Baltic Sea System research and governance) shall be established as a permanent body in support of the programme responsible for discussing the programme’s planning, outcomes and emerging research needs from the decision-making perspective.

Les actions visant à renforcer la coordination de programmes de recherche nationaux seront poursuivies en tant que de besoin, en étroite coordination avec les projets ERA-Net, les plateformes technologiques et d'autres acteurs concernés, tels que le comité permanent de la recherche agricole (CPRA) ou toute future structure de coordination de la recherche marine européenne.
Actions to enhance the co-ordination of national research programmes will be pursued wherever appropriate, in close co-ordination with ERA-Net projects, Technology Platforms and other relevant actors, such as the Standing Committee on Agricultural Research (SCAR) or any future European maritime research co-ordination structure.

In addition to the above considerations, it should be stressed that the proposal fails to mention the conclusions of the Versailles Conference on 'Agricultural research in the European research area (ERA)' held in December 2000 under the auspices of the French presidency and the Commission, as well as the recommendations of the standing committee on agricultural research (Agricultural research needs in support of the European model of agriculture).

In the context of the European Research Area the JRC will aim to contribute to providing research training to young scientists, including those from candidate countries, with a view to attracting a permanent inflow of young and dynamic researchers, thus constantly rejuvenating its intellectual vitality.
