TRADUCTIONS EN CONTEXTE

Le 22 septembre 2003, le Conseil a décidé que l'Union devrait acquérir la capacité de gérer d'une manière souple le financement des coûts communs des opérations militaires, quelle qu'en soit l'envergure, la complexité ou l'urgence, notamment en créant le 1er mars 2004 au plus tard un mécanisme de financement permanent afin de prendre en charge le financement des coûts communs de toute opération militaire future de l'Union.
On 22 September 2003, the Council decided that the Union should acquire the capacity to flexibly manage the financing of common costs of military operations of any scale, complexity or urgency, in particular by setting up, by 1 March 2004 at the latest, a permanent financing mechanism to assume charge of the financing of common costs of any future Union military operation.

‘oil and gas installation’ means a stationary fixed or mobile facility, or a combination of facilities permanently interconnected by bridges or other structures, used for offshore oil or gas operations or in connection with those operations; ‘oil and gas installation’ includes mobile offshore drilling units only if they are stationed in offshore waters for drilling, production or other activities associated with offshore oil or gas operations, as well as infrastructure and facilities used to transport the oil and gas onshore and to onshore terminals.

20. plaide à nouveau en faveur de la création d’un centre d’opérations permanent de l’Union, placé sous l’autorité de la haute représentante/vice-présidente, et dont la mission serait la planification opérationnelle et la conduite des opérations militaires ; demande le rattachement de ce centre d’opérations au SEAE ; souligne que le système actuel, avec sept états-majors, entraîne une perte d’efficacité, de réactivité et des coûts considérables et qu’un interlocuteur permanent dans le domaine militaire est nécessaire à la coordination civilo-militaire sur le terrain ; estime que le centre d’opérations permanent pourrait ainsi être qualifié de capacité militaire de planification et de conduite et pourrait être co-localisé avec la CPCC pour permettre les synergies indispensables à une coordination civilo-militaire efficace ; réaffirme que le centre d'opérations de l'Union faciliterait la coopération avec l'OTAN, sans compromettre l'autonomie de décision des deux entités ;

Calls once again for the establishment of a permanent EU operations centre overseen by the Vice-President/High Representative, which would be responsible for operational planning and the conduct of military operations; calls for this operations centre to be attached to the EEAS; stresses that the division of the existing system into seven headquarters makes it less effective and responsive and generates huge costs, and that a permanent interlocutor in the military sphere is essential for civil and military coordination on the ground; takes the view that the permanent operations centre could therefore be classed as a form of military planning and conduct capability, and located in the same place as the CPCC in order to allow the necessary synergies for effective civilian and military coordination; reiterates that the EU operations centre would facilitate cooperation with NATO, without compromising the decisional autonomy of both organisations;

Certaines questions en suspens concernent la conclusion officielle des arrangements permanents entre l'UE et l'OTAN évoqués plus haut, notamment l'accord qui doit être conclu en vue du déblocage des moyens et possibilités de l'OTAN en faveur de l'UE pour qu'elle puisse mener à bien cette opération, l'approbation et l'adoption du plan de l'opération, la finalisation des accords relatifs à l'état-major, l'approbation du budget de l'opération, la conclusion d'un accord avec les pays tiers qui y participeront, l'échange de correspondance avec l'ancienne république yougoslave de Macédoine liée à cette opération, la conclusion d'un accord sur le statut des forces avec l'ancienne république yougoslave de Macédoine, la conclusion d'accords d'exclusion entre pays membres qui participeront à l'opération, l'échange de correspondance avec l'OSCE liée aux relations avec les observateurs de cette organisation, la décision de l'OTAN sur la fin de l'opération alliée Allied Harmony, la décision du Conseil sur le début de l'opération.
A number of outstanding issues have yet to be completed; the permanent European Union/ΝΑΤΟ arrangements I referred to earlier have to be officially concluded, especially the agreement needed in order to release the NATO assets and capabilities which will be supplied to the European Union so that it can carry out this mission, the operational plan has to be approved and adopted, staffing arrangements have to be completed, the operational budget has to be approved, an agreement has to be concluded with third participating countries, correspondence on the operation needs to be exchanged with the former Yugoslav Republic, an agreement on the status of the forces has to be concluded with the former Yugoslav Republic of Macedonia, exemption agreements between the Member States involved in the operation have to be concluded, correspondence needs to be exchanged with the OSCE about relations with its observers, ΝΑΤΟ has to pass a decision ending the ‘Allied Harmony’ operation and the Council has to pass a decision inaugurating the operation.
