Welcomes the Commission’s initiatives on relocation and resettlement, including the new one for emergency relocation of an increased number of asylum seekers in need of international protection, covering Greece, Italy and Hungary; endorses the announcement by the Commission of a permanent relocation mechanism, to be activated in emergency situations, taking into account the number of refugees present in the Member State, which is based on Article 78(2) of the TFEU; is prepared to deal with the new emergency relocation scheme under a fast-track procedure and declares its intention to advance all other measures proposed by the Commission in parallel, so as to ensure that Member States do not delay the permanent relocation scheme; reminds the Council that Parliament is strongly in favour of a binding relocation mechanism which, as far as possible, takes into account the preferences of refugees;

Recalls that the raw materials initiative (RMI) has been criticised by some NGOs for undermining the development objectives of poor countries and for not complying with the EU’s commitments on policy coherence for development; recalls the obligations regarding policy coherence for development enshrined in Article 208 of the TFEU; asks the Commission to set up an inter-departmental working group to devise a more detailed strategy on raw materials that respects those obligations; recalls that illicit trafficking in raw materials is still among the root causes of permanent or long-standing conflicts in developing countries;

S'agissant de l'OLAF (section III – Commission - S 02 02 – Office de lutte antifraude), la Commission propose 20 postes AD permanents supplémentaires étant donné que l'Office a la possibilité de mener à terme l'adaptation de son tableau des effectifs en recrutant en tant que fonctionnaires permanents un nombre correspondant de lauréats. Concerning OLAF (Section III- Commission - S 02 02 — European Anti-Fraud Office, the Commission is proposing an additional 20 permanent AD posts, as the Office now has the opportunity to bring the adaptation of its establishment plan to an end by recruiting the corresponding number of laureates as permanent officials. As a reminder, the budget authority had transformed a large number of permanent posts into temporary posts in 2003. Recalls that during the current Financial Perspective all the various instruments provided for to increase the ceiling of the Financial Perspective, such as revision, adjustment, flexibility and the Solidarity Fund, were mobilised following a joint agreement to respond to permanent and structural needs or to finance unforeseen needs; stresses that flexibility is an indispensable tool in a multi-annual context; recalls that until 1999 the Financial Perspective was revised on a number of occasions and that, over recent years, and especially during the current Financial Perspective (2000-2006), the Flexibility Instrument has been mobilised six years out of seven, which clearly shows that some headings were underfinanced; calls, in future, for the flexibility mechanisms not to be used to finance permanent annual needs;

MEDITERRANEAN POLICY The Council: - acknowledged with great interest the Commission communication on the enhancement of the Union's Mediterranean policy presented by Mr Delors, President of the Commission, and Mr Marin, Vice-President. - recalled that the Corfu European Council had already confirmed the importance it attached to the close links that already existed with its Mediterranean partners and its desire to develop these still further so that the Mediterranean region may become a cooperation area ensuring peace, security, stability and well-being; - also recalled that the Essen European Council intended to assess the European Union's overall policy in the Mediterranean region and any initiatives to enhance that policy in the short and medium term with a view to the possible convening of a conference involving the European Union and its Mediterranean partners; - instructed the Permanent Representatives Committee to examine the Commission communication with this in mind and to report to the Council meeting on 28 and 29 November 1994 to enable it to prepare for the Essen European Council; - asked the Permanent Representatives Committee to expedite work in the appropriate fora on the Mediterranean conference scheduled for 1995; - recalled the conclusions of the Corfu European Council regarding the accession of Malta and Cyprus to the European Union and welcomed the fact that the Commission would besubmitting reports on these two countries at the beginning of 1995; - confirmed the importance of continuing to give priority to current negotiations with Israel, Morocco and Tunisia and invited the Commission to submit appropriate proposals to that end by 15 November 1994 at the latest.
