Welcomes the agreement achieved between the representatives of the Governments of Iceland, the Netherlands and the UK on the Icesave issue, notably on guaranteeing the repayment of costs incurred in payment of minimum guarantees to depositors in branches of Landsbanki Islands hf. in the UK and the Netherlands; welcomes the approval by a three-quarters majority of the agreement by the Icelandic Parliament on 17 February 2011; takes note of the decision of the President of Iceland to refer the bill to a referendum and hopes for an end to the infringement procedure which started on 26 May 2010, brought by the EFTA Surveillance Authority against the Government of Iceland;

In that context, in the light of the objectives pursued by the Netherlands fiscal unity regime ., is the situation of the (sub-)sub-subsidiaries Alphabet Holding, HP Holding and Alpha Holding objectively comparable . to (i) the situation of companies established in the Netherlands which are (sub-)subsidiaries of an intermediate holding company established in the Netherlands which has not elected to be integrated in a fiscal unity with its parent company established in the Netherlands, and which therefore, as sub-subsidiaries, similarly to Alphabet Holding, HP Holding and Alpha Holding, have no access to the fiscal unity regime with — exclusively — its grandparent company, or to (ii) the situation of sub-subsidiaries established in the Netherlands which, together with their parent company/intermediate holding company established in the Netherlands, have elected to form a fiscal unity with their (grand-)parent company established in the Netherlands and whose activities and assets therefore, unlike those of Alphabet Holding, HP Holding and Alpha Holding, are consolidated for tax purposes?

Considers it a priority to combine the efforts of the UN, the EU and its Member States to combat poverty in the world, which is a scourge but is not inevitable; welcomes the Union’s decision to cancel the debt of USD 60 million contracted by the ACP countries under the Lomé Convention; hopes that the Member States will cancel the debt of the poorest third world countries through the Heavily Indebted Poor Countries Initiative, where this is linked to democracy, good governance and respect for fundamental human rights, and congratulates Member States such as Luxembourg, the Netherlands, Sweden and Denmark for achieving the UN target of 0.7% of GDP for aid donation;
