Four areas are worth highlighting in this context: 1) lifelong learning collective agreements in Belgium, Finland, Germany (metalworking industry in Baden-Württemberg), Italy and Portugal; 2) equal opportunities aiming at reducing gender pay inequalities (Belgium, Finland, Netherlands and Ireland), at combating race discrimination (France, Denmark and Ireland), at increasing employment of disabled persons (Belgium Italy and Ireland) and at preventing age discrimination (Denmark and Austria); 3) health and safety at work collective agreements on the prevention and treatment of stress (Belgium) on well-being and psychological work environment (Denmark) and against the excessive workload (the Netherlands); 4) flexibility and work-life balance collective agreements on parental leave (Sweden), on family leave and family-linked working time patterns (Belgium, Greece, Italy, and the Netherlands), on sabbaticals (Finland), on childcare arrangements (Greece, Ireland and the Netherlands), on flexitime and teleworking (Italy, Austria, and Denmark) and on temporary agency workers (Italy and Germany).

Une plus forte implication des régions dans l’élaboration de mesures de lutte contre l’abandon scolaire, par l’octroi d’un soutien financier et la mise en œuvre de mesures d’incitation, s’est révélé être une stratégie payante dans certains pays, notamment aux Pays-Bas. Involving regions more strongly in the development of measures against early school leaving, giving them financial support and setting incentives has proven to be successful in some countries, e.g. the Netherlands. Municipalities, schools and care institutions can decide themselves on the measures to be implemented.

The Commission considers at this stage that the treatment endorsed in the two tax rulings may have resulted in tax benefits in favour of Inter IKEA Systems, which are not available to other companies subject to the same national taxation rules in the Netherlands.

O. whereas in recent years there has been a rise in the number of tax treaties between developed and developing countries that have been used to lower taxation in cross-border financial transfers, minimising developing countries’ domestic resource mobilisation capacities and creating possible routes through which multinational companies may avoid taxation; whereas a recent impact assessment carried out by authorities in the Netherlands concluded that the Dutch tax system facilitated the avoidance of withholding tax, leading to foregone dividends and interest from withholding tax revenues in developing countries in the range EUR 150-550 million per year ;

Observes that, pursuant to Article 6 of the Directive, the majority of Member States have a procedure for giving the mediation settlement agreement the same authority as a judicial decision; notes that this is achieved either by submitting it to the court or by having the agreement notarised, and that it appears that some national legislatures have opted for the former solution, while, by contrast, in many Member States notarisation is also an available option under national law: for instance, whereas in Greece and Slovenia the law provides that a mediation agreement record may be enforced by the courts, in the Netherlands and in Germany agreements can be rendered enforceable as notarial acts, and in other Member States, including Austria, they can, as the law currently stands, be rendered enforceable as notarial acts despite the lack of any explicit provision to that effect in the relevant national legislation; calls on the Commission to ensure that all Member States that do not yet comply with Article 6 of the Directive do so without delay;
