Trois des huit pays concernés par la décision du 15 novembre 2012 ont été inscrits sur la liste des pays tiers non coopérants parce que, bien qu'ayant pris certaines mesures, ils ne se sont toujours pas acquittés des obligations relatives aux mesures à prendre pour prévenir, décourager et éradiquer la pêche INN que le droit international leur impose en leur qualité d'État du pavillon ou d'État côtier.
Three of the eight countries concerned by the Decision of 15 November 2012 were listed as non-cooperating third countries as they, despite taking some measures, still failed to discharge their duties under international law as flag or coastal State to take action to prevent, deter and eliminate IUU fishing.
