Afin de distinguer clairement les règles applicables aux mouvements non commerciaux de celles applicables aux échanges et à l’importation dans l’Union de chiens, de chats et de furets en provenance de pays tiers, lesquels sont soumis aux conditions de police sanitaire de la directive 92/65/CEE, il y a lieu que le présent règlement définisse non seulement ce que l’on entend par animal de compagnie, mais également ce que désigne un mouvement non commercial d’un animal de compagnie, au cours duquel celui-ci accompagne son propriétaire ou une personne autorisée.
In order to make a clear distinction between the rules that apply to non-commercial movement and to trade in and imports into the Union from third countries of dogs, cats and ferrets covered by the animal health requirements of Directive 92/65/EEC, this Regulation should not only define a pet animal, but also the non-commercial movement of a pet animal, during which such a pet animal accompanies its owner or an authorised person.

Article 8 of Directive 2002/99/EC provides that when drawing up lists of third countries or regions of third countries thereof from which imports of specified products of animal origin are permitted into the Community, particular account is to be taken of certain matters, such as the health status of livestock, the regularity, speed and accuracy with which the third country supplies information on the existence of certain infectious or contagious animal diseases in its territory, in particular avian influenza and Newcastle disease and the general health situation in the third country concerned which might pose a risk to public or animal health in the Community.
