Of course the negotiations, already under way in six cases, are highly complex and will involve varying transition periods, as was the case with Spain; they will also oblige us to make internal adjustments that are long overdue and can no longer be delayed, concerning both the Commission and the distribution of powers within the Council; then there is the question of whether the Commission could still function with 28 Commissioners, or whether it would be possible to maintain the veto in the Council for potentially tiny minorities, in terms of their percentage of the European population, such as enjoyed by certain countries today.
