"Le Parlement européen, le Conseil et la Commission , notant que l'adoption de la lettre rectificative n° 3/2010 concernant la section II (Conseil) relative au financement du Conseil européen en 2010 pour un montant de 23 500 000 EUR, est sans préjudice de l'utilisation de la marge de la rubrique 5 qui reste à 72 000 000 EUR, estiment d'un commun accord que, étant donné la marge étroite de la rubrique 5 en 2010 et la nécessité d'assurer le financement intégral du plan européen pour la relance économique, il convient de consacrer en priorité l'utilisation de la marge disponible sous la rubrique 5 au financement des dépenses supplémentaires résultant directement de l'entrée en vigueur du traité de Lisbonne.
"Noting that the adoption of letter of amendment No 3/2010 concerning Section II - Council - for the financing of the European Council in 2010 for an amount of EUR 23.5 million is without prejudice to the use of the margin under heading 5 which remains at EUR 72 million, the European Parliament, the Council and the Commission agree that given the tight margin of heading 5 in 2010 and the need to ensure the full financing of the European Economic Recovery Plan (EERP), the priority for the use of the available margin of heading 5 should be given to financing additional expenditure directly stemming from the entry into force of the Lisbon Treaty.

En l’absence de coopération de la part des pays concernés, les marges de sous-cotation ont été calculées en appliquant la même méthodologie que dans la demande. Les prix à l’exportation des pays concernés vers les États-Unis ont donc été comparés aux prix pratiqués par les requérants sur le marché communautaire.

Notes that, considering the limited room for manoeuvre due to the narrow margins left in Heading 1a of the Financial Framework, the efforts of Member States made within the framework of intergovernmental cooperation in order to enhance the quality and competitiveness of education in the EU by, in particular, the promotion of mobility, ensuring recognition of qualifications and quality assurance, are particularly welcomed;

This financial instrument offers the opportunity to Member States, third countries, international organisations or NGO's to propose in response, in particular to protracted refugee situations or situations of influx from a particular region, in full partnership with all countries concerned and in close cooperation with UNHCR, projects enhancing the protection capacity of the country or region concerned.
