IN-CONTEXT TRANSLATIONS

5. suggère, dans ce contexte, que la Commission envisage la création, conformément au paragraphe 17 de la résolution n 2199 du Conseil de sécurité des Nations unies du 12 février 2015, d'un service transversal chargé de la prévention et de la lutte contre le commerce illicite de biens culturels, doté d'une unité spécialement consacrée aux pièces du patrimoine culturel enlevés illégalement d'Iraq depuis le 6 août 1990 et de Syrie depuis le 15 mars 2011; ce département devrait concevoir une stratégie coordonnée de lutte contre ce commerce illégal en collaboration avec les responsables nationaux des services d'enquête et en étroite collaboration avec l'Unesco et d'autres organisations internationales comme le Conseil international des musées (ICOM), le comité international du bouclier bleu de l'ICOM (ICBS), Europol, Interpol, l'Institut international pour l'unification du droit privé (Unidroit) et l'Organisation mondiale des douanes (OMD);
5. Suggests, in this context, that the Commission envisage creating, in line with paragraph 17 of UN Security Council Resolution 2199 of 12 February 2015, a cross-cutting department which would be in charge of the prevention of and the fight against illicit trade in cultural artefacts, with a unit dedicated specifically to items of cultural heritage illegally removed from Iraq since 6 August 1990 and from Syria since 15 March 2011 – this department should devise a coordinated approach to combating that illegal trade, working together with those responsible at national level in the investigation services and in close cooperation with UNESCO and other international organisations such as ICOM (International Council of Museums), the ICOM’s International Committee of the Blue Shield (ICBS), Europol, Interpol, Unidroit (International Institute for the Unification of Private Law) and the WCO (World Customs Organisation);

B. considérant que ces actes graves et systématiques contre des groupes ethniques et religieux particuliers comprennent des exécutions massives, des entreprises d'épuration ethnique, des assassinat ciblés, des conversions forcées à l'islam, des enlèvements, des déplacements par la force, des lapidations et des amputations, des disparitions forcées, la torture, la destruction de sites du patrimoine religieux et culturel et le trafic de biens culturels; considérant que les Nations unies ont également fait état de pratiques systématiques de violence sexuelle et physique et de réduction massive en esclavage à l'encontre des femmes et des enfants ainsi que de recrutement d'enfants pour des attentats suicides;
B. whereas these systematic and grave acts against specific ethnic and religious groups include mass executions, ethnic cleansing, targeted killings, forced conversions to Islam, abductions, forcible displacements, stoning and amputation, enforced disappearance, torture, destruction of religious and cultural heritage sites and trafficking in cultural property; whereas the United Nations has also reported systematic sexual and physical violence and mass enslavement of women and children and recruitment of children for suicide bombings;
