This report therefore calls for the setting up of a single EU portal dedicated to cultural heritage, collecting information from all the EU programmes funding cultural heritage and structured into three main sections: funding opportunities for cultural heritage, a database with examples of best practices and excellence from the field of cultural heritage and relevant references, news and links about cultural heritage-related policy developments, actions and events.

En plus de renforcer le sentiment d’appartenance à l’Union chez les citoyens européens et de stimuler le dialogue interculturel, l’action pourrait aussi contribuer à mettre en valeur le patrimoine culturel et à souligner son intérêt, à accroître le rôle du patrimoine dans le développement économique et durable des régions, en particulier à travers le tourisme culturel, à encourager les synergies entre le patrimoine culturel, d’une part, et la création et la créativité contemporaines, d’autre part, et, plus généralement, à promouvoir les valeurs démocratiques et les droits de l’homme qui sous-tendent l’intégration européenne.
In addition to strengthening European citizens’ sense of belonging to the Union and stimulating intercultural dialogue, the action could also contribute to enhancing the value and profile of cultural heritage, to increasing the role of heritage in the economic and sustainable development of regions, in particular through cultural tourism, to fostering synergies between cultural heritage and contemporary creation and creativity and, more generally, to promoting the democratic values and human rights that underpin European integration.

La Commission et les États membres garantissent la valeur ajoutée et la complémentarité de l’action au regard d’autres initiatives dans le domaine du patrimoine culturel, telles que la «liste du patrimoine mondial» de l’Unesco, la «liste représentative du patrimoine culturel immatériel de l’humanité» établie par l’Unesco ou les «itinéraires culturels européens» du Conseil de l’Europe.
The Commission and the Member States shall ensure the added value and complementarity of the action with regard to other initiatives in the field of cultural heritage such as the Unesco World Heritage List, the Unesco Representative List of the Intangible Cultural Heritage of Humanity and the Council of Europe’s European Cultural Routes.

Encourages the Member States and the Commission to step up their cooperation efforts in order to further improve national legal frameworks and policies for the protection and preservation of cultural heritage and cultural assets, in accordance with national legislation and international legal frameworks, including measures to combat illegal trafficking in cultural assets and intellectual property; encourages them to prevent the unlawful appropriation of cultural heritage and the products of cultural activity, whilst at the same time recognising the importance of copyright and intellectual property in maintaining the livelihood of those involved in cultural creation;
