Si aucun résultat n'est obtenu d'ici la fin de l'année, mon intention est de recommander à la présidence portugaise de changer de stratégie, d'adopter une autre approche de la question et une autre base de négociation pour permettre des avancées plus rapides sur la directive à l'examen ; ensuite, après une première réaction du Conseil, la Commission passera à la phase de révision de l'approche, ce qui ne me paraît chose aisée.
If there is no result at the end of the year, I intend to propose a new strategy to the Portuguese Presidency, a different approach to the issue and a different basis for negotiations so that we can make quicker headway with the directive in question, and, as soon as we have the Council’s initial reaction, proceed with this new approach which, in my view, is quite a straightforward one.
